All procedures are in accordance with normal contractual standing orders.   Assessment of Risk: High Failure to undertake the works could result in the authority not being able to provide suitable accommodation for the family contact centre.   The source of funding is: Corporate Capital Programme.   Legal Advice obtained: Tony Hatton, Solicitor When commissioning contracts for the procurement of goods, services, or the execution of works, the Council must comply with the Public Contracts Regulations 2015 (PCR) (for contracts and frameworks let before 28th February 2025) and its own Contractual Standing Orders (CSO’s), failing which a contract may be subject to legal challenge from an aggrieved provider. CSO’s stipulate that where a suitable framework agreement exists, this must be used unless there is an auditable reason not to. The proposed award of contract follows a tender exercise by mini competition in accordance with the Minor Building Works Framework, Lot 2.   The Council will need to have followed the procedure set out in the framework agreement for mini competition to ensure that the procurement process is compliant. Four companies from the framework suppliers submitted a tender, and the bid has been evaluated on the most economically advantageous tender basis in line with the published procedure resulting in the proposed award of the contract to Schofield & Sons Ltd. The procurement procedures therefore appear roust and compliant with the requirements of the Council’s CSO’s and PCR.   Financial Advice obtained: Grace Rogerson, Capital Finance Manager The procurement board report seeks approval to enter into a contract with Schofield & Sons Ltd for £745,222.16 to undertake internal refurbishment works at Cleveland House, enabling the asset to be repurposed as a family contact centre.   Within the procurement process there were four companies that submitted tenders. The selected contractor (Schofield & Sons Ltd) achieved the highest overall score, ranking top for both price and quality. This demonstrates the contract delivers value for money. The total ask for the development of Cleveland House is £850,000. This is made up of £745,222.16 contractor costs and £104,777.84 of internal fees.   There is resource available within the approved 2025/26 Property Capital Programme, and a request has been made for additional resources within the 2026/27 Property Capital Programme to cover the full cost of contracted works and internal fees, totalling £850,000.   It should be noted that this contract will fall over both these financial years. While the 2026/27 capital budget is subject to approval by full council in February 2026, an affordable capital programme has been presented to Members ahead of the formal by full council in February 2026.   Procurement Advice obtained: Daniel Cunliffe, Category Manager, 0161 686 6249 The project has been procured by the use of SCC own Minor Building Works Framework Lot 2 inviting all companies under this Lot by means of mini competition. This is a compliant route to market that conforms with Public Contracts Regulations 2015 and the Council’s Contractual Standing Orders.   As part of the Council's budget challenges, the service group should consider efficiencies, and enhanced contract management KPI’s as part of this contract.   HR Advice obtained – N/A.   Climate Change Implications obtained: Building Surveying & Facilities Management No significant Climate Change implications in this project. All projects are developed to meet or exceed current legislation and requirements to energy efficiency and carbon reduction targets. Projects are required to support the Council’s objectives of becoming carbon neutral by 2038.   The works will be programmed to minimise the traffic impact in the area.
