Content:  RESOLVED: Cabinet; a)     Approved the direct award of the ERP Print Contract to PSL Print Management Ltd via PfH framework b)     Endorsed the procurement route as compliant and low-risk. c)     Delegated authority to the Executive Director, Resources to execute the contract on behalf of all Shared Services partners.   REASONS RESOLVED: •         The current contract expires 1 May 2026 and cannot be extended. •         The current positive supplier relationship and quality of service provision is confirmed by all partners and service users and the pricing the supplier is charging demonstrates continued value for money within the current market. •         The cost of changing suppliers exceeds £309k based on 2023 cost of implementation, bespoke integrations and current programme team resource costs which is unjustifiable. •         The direct award route ensures compliance and avoids procurement delays. •         The solution aligns with digital transformation goals and statutory obligations, enabling the reduction of print volumes without incurring stranded costs   ALTERNATIVE OPTIONS: 1.     The Council could choose to do nothing, however this is not a viable option. The contract supports the fulfilment of statutory obligations, which require the continued provision of printed documentation where mandated by legislation or necessary for service delivery. 2.     Undertaking full procurement would be costly and time-consuming; with an estimated cost of over £309k, based on the previous project to change print provider. A direct award via framework would however, be compliant, low-risk, and cost-effective.
