Content: Salford City Council - Record of Decision I Councillor Jack Youd, Deputy City Mayor and Lead Member for Finance, Support Services and Regeneration in exercise of the powers contained within the City Council Constitution do hereby approve the proposed programmes of work for the Highway Investment Programme for 2026/2027 The Reasons are to facilitate continuous improvement of the highway infrastructure. Approval is granted for the proposed programmes of work for the Highways Investment Programme for 2026/27, as outlined in the report. The programme will proceed subject to final budget confirmation. Options considered and rejected were: None Assessment of Risk: Low – The targeted allocation of £4.3 million will ensure the City Council meets its statutory obligations under the Highways Act 1980 while facilitating continuous improvement of the highway network. The programme prioritises resurfacing and reconstruction of critical carriageway and footway sections, reducing long-term costs and improving public safety. Source of Funding: The programme is based on a capital funding bid of £4.3 million for 2026/27. This allocation is subject to final approval. Should the confirmed funding differ from the bid amount, the programme will be amended accordingly to align with the approved budget. Legal Advice Obtained: Under section 41 of the Highways Act 1980, the Council, as highway authority, is under a duty to maintain highways at public expense. Section 58 provides a statutory defence where the authority can demonstrate a reasonable regime of inspection and maintenance. The proposed programme strengthens the Council’s position in defending third-party claims and supports compliance with statutory obligations. Works will be delivered in accordance with relevant legislation, including the Road Traffic Regulation Act 1984 where Traffic Regulation Orders are required. Procurement will comply with SCC Standing Orders, Financial Regulations, and public procurement legislation. Procurement Advice Obtained: Works will be delivered through the SCC Technical and Highways Works Framework, which is in place until February 2026 and expected to be extended to August 2026. This ensures compliance with SCC Standing Orders and the Procurement Act 2023. Alternative frameworks or standalone procurement routes may be considered where appropriate.
