Purpose:   This paper is submitted under the General Exception category as an urgent item tosecure the ongoing delivery of affordable Extra Care Housing sites at four locations in Surrey (Bentley – Reigate and Banstead, Brockhurst - Runnymede, Pinehurst – Surrey Heath and Salisbury Road – Epsom and Ewell). Good progress has been made by our development partner to deliver over 260 units of affordable Extra Care Housing. The development partner is in the final phase of their detailed designs, which will be submitted to the Surrey County Council Regulatory and Planning Committee for approval imminently.    For the Council to proceed our development partner’s funder is seeking grant of a 250-year lease to ensure viability of the development. (Cabinet has previously approved a lease of 125 years). This will satisfy both the requirements of Homes England to secure their grant funding under the ‘Social and Affordable Homes Programme’ and our development partner’s funder, who is funding the developments alongside Homes England. Cabinet is being asked to approve the grant of 250-year leases to ensure there are not any delays to the programme and to enable the developments to be built as soon as possible for the benefit of our residents.   (The decisions on this item can be call-in by the Adults and Health Select Committee)    

Content: RESOLVED:   That Cabinet approves the grant of leases for four properties in accordance with previous approvals by Cabinet, save for the lease term to be increased from 125 years to 250 years. The sites are as follows: The former Bentley Day Centre, Banstead, Reigate and Banstead The former Brockhurst Care Home, Ottershaw, Runnymede  The former Pinehurst Resource Centre, Camberley, Surrey Heath? Salisbury Road, Epsom, Epsom and Ewell   That Cabinet delegate authority to the Deputy Chief Executive and Executive Director for Resources (Section 151 Officer) in consultation with Executive Director for Adults, Wellbeing and Health Partnerships and the Cabinet Member for Adult Social Care to; a.    agree, finalise and approve the final detailed terms of the transactions and all related legal documents including any variations or amendments that are necessary to facilitate the proposals subject to the parameters set out in this report b.    authorise the execution, completion, signing and sealing of all contracts, deeds, notices, certificates and other documents required to implement the transactions.   Reasons for Decisions:   Granting a lease term in excess of 125-years is de-minimis to the Council’s asset value.   Proceeding with the recommendation to approve will enable development of Extra Care Housing on the four sites representing a substantial contribution of circa 290 units towards the Council’s strategic objective to expand affordable Extra Care Housing provision by 2030.   (The decisions on this item can be call-in by the Adults and Health Select Committee)
