Content: Salford City Council - Record of Decision   I, Councillor Mike McCusker, Lead Member for Planning, Transport and Sustainable Development, in exercise of the powers contained within the Council Constitution, do hereby:   Authorise the installation of the traffic calming scheme below, in the modified form, as set out in the report:   SALFORD CITY COUNCIL – HILL TOP ROAD – PROPOSED SPEED CUSHIONS   The Reasons are: That the necessary action be taken under the Road Traffic Regulation Act 1984 to advertise the intention to construct traffic calming ‘SALFORD CITY COUNCIL – HILL TOP ROAD – PROPOSED SPEED CUSHIONS’ to create safe environment for all road users.   Options considered and rejected were: The original scheme is detailed in the report.   Assessment of Risk: The restrictions will be signed in accordance with the Traffic Signs Manual and Traffic Sign Regulations and General Directions. (TSRGD 2016).   The source of funding is: The scheme is funded and delivered by the developer.   Legal Advice obtained: Victoria Mukirae The Council, by virtue of the Road Traffic Regulation Act 1984 can introduce orders to manage traffic. Where Traffic Regulation Orders are required, they should not give rise to any particular legal implications provided the works and procedures are carried out in accordance with the relevant statutory requirements, which would include the consideration of any objections to a proposed TRO.   Financial Advice obtained: Ian Cowburn, Senior Accountant – 2 February 2026 The source of funding is: To be funded and delivered by the developer. Comments: This is a request for the Lead Member for Planning, Transport and Sustainable Development to approve the modified scheme to provide relocated speed cushions on Hill Top Road.
