Content: Salford City Council – Record of Decision   I, Councillor Mike McCusker, Lead Member for Planning, Transport and Sustainable Development, in exercise of the powers contained within the City Council Constitution, do hereby –   Approve a virement of £284,543 salary (including oncosts) from non-pay to pay budget effective from 1st April 2026.   The Reasons are: To seek approval for a virement within the year 2026/27 budget to support recruitment of staff in Highways Construction Services, in line with approved business case, included with the report.   Options considered and rejected were: N/A   Assessment of Risk: Potential increase in costs of repair and maintenance works is likely to occur as the framework contract that would be used to commission works is due to renewal in 2026. Rates currently have been fixed however, it expected that rates will increase following the re-tendering of the framework meaning less work / financial expenditure can be undertaken to maintain the network going forward.
