Decision Maker: Transport and Air Quality Committee

Outcome: Recommendations Approved

Is Key Decision?: Yes

Is Callable In?: No

Date of Decision: September 16, 2024

Purpose: Report on the review of collisions for the 20mph scheme.

Content:   RESOLVED that the Transport and Air Quality Committee     i.  Recognise that average speeds overall have reduced by 2.6mph across the borough since 2018, and by 4.4mph on roads which had average speeds of over 24mph in 2018.   ii.  Recognise the increase in cycle, pedestrian and public transport use since 2020.   iii.  Recognise the reduction in total collisions since the introduction of 20mph.   iv.  Agrees to funding sources being explored to investigate the existing top-rated collision sites, both those currently identified and on future work programmes in addition to new sites identified since the install of 20mph.   v.  Agrees to seeking funding to review, prioritise and treat those roads where speeds remain above 24mph as outlined within the report.   vi.  Agrees to a study being undertaken to review in greater detail collisions involving serious collision and more vulnerable road users, this will assess not only recorded collision data but also a personal depiction of road risk for motorcyclists, cyclists and pedestrians, in cooperation with the Council’s Public Health Department.   vii.  Agrees to a review of the deployment of Speed Indicator Devices, as part of a wider strategy, to reduce the number and severity of personal injury collisions (and speed reduction where applicable).
