Purpose: To agree the Adult Social Care Carers Strategy
Content: The Cabinet considered a report of the Director of Integrated Care and Health (DASS) / Cabinet Member for Adult Care and Wellbeing, which sought approval of the Adult Social Care Carers Strategy 2024 -2030. The Assistant Director Adult Social Care Operations (Deputy DASS) was in attendance to present the information and to answer the questions of the Cabinet Members. The Officer informed that Adult Social Care (ASC) worked with partners to support people over the age of 18 to remain as independent as possible when there was a need for some care and support. The services also supported the family, friends or neighbours who helped care for people with a recognised care and support needs. Personalisation was at the heart of everything ASC did as the service believed people should have as much choice and control over their care and support as they could to live their lives well. It was recognised that to enable ASC to support people to live well with the right support at the right time in the right place, the service needed clear strategic plans in place to enable delivery of the ASC Directorate Plan, Visions and Priorities that embraced Rochdale’s values, behaviours and improve outcomes for people. Over the past 12 months, ASC had worked collaboratively with key stakeholders to coproduce, and co-design a suite of ASC strategic documents that outlined the principles of working together to deliver for the people of Rochdale. Working in partnership with behaviour change specialists ICE Creates, ASC had coproduced three action orientated strategic plans. These were: · Adult Social Care Strategy 2024-2030 · Adult Carers Strategy 2024-2030 · Adult Social Care Co Production Charter These strategic documents had been developed in partnership with system partners, voluntary and community sector, care providers and most importantly with people who had used or did use ASC services. People with lived and learnt experience had been key contributors to help shape and drive better support and services to meet the needs of people and the community. Each of the strategic documents had clear guiding principles and commitments that provided clarity on how success would be measured along with the approach to be taken that ensured service’s accountability. ASC recognised that each of these strategic documents identify the service’s commitments to coproduction as the golden thread and ASC would continue to listen, learn and improve. ASC would respond to changing circumstances and remain open and flexible by reviewing the service’s commitments annually. These strategic documents highlighted the focus on delivering care and support, which was equal, inclusive and reflected the diverse needs of the borough. Resolved: 1. That the Adult Social Care Carers Strategy 2024-2030 be approved; 2. That it be noted that the Council would continue to engage all key stakeholders in their delivery to achieve improved outcomes for people. Reason for decision: To enable effective delivery of the Council’s strategic aims to promote people’s independence, listen what matters most, protect from harm and deliver ASC mission. Putting People at the Heart from the Start by ensuring the Right Support at the Right Time in the Right Place. Continue to collaborate with creative caring partners, helping empower our communities and enable the people of Rochdale Borough to live independently, promoting good health and wellbeing. Alternatives considered and rejected; To retain the existing strategy. This option was not viable, as it would not reflect the feedback received from residents and partners during consultation, nor reflect the current legislative environment for Adult Social Care services.
