Purpose: Quarterly report monitoring progress against the Council’s Outcome Delivery Plans as agreed by Cabinet, with subsequent report to be presented to the Corporate Finance and Performance Overview and Scrutiny Committee.

Content: It was moved by Councillor Harris, seconded by Councillor Ellenbroek and   RESOLVED:   1.  That the second Council Performance Report for 2024/25, covering performance, risks and projects for the period (Q2) July, August and September 2024, be considered.   2.  That the virements totalling £2.432m, detailed in paragraph 5.1 and table 7 of Appendix 1 to the report, be approved.   3.  That the write-off, as detailed in paragraph 9 of Appendix 1 to the report, be approved.   4.  That the transfer in 2024/25 financial year of £2.416m from General Fund reserve to HRA reserve, which had been planned in 2025/26 and 2026/27 financial years, is approved to avoid the HRA being in deficit.   5.  That the movements in reserves, as detailed in paragraph 4.1 and table 5 of Appendix 1 to the report, which have been approved by the Section 151 Officer in line with the Financial Regulatory Framework, be noted.    6.  That the budget uplifts, as detailed in paragraph 6.1 and table 8 of Appendix 1 to the report, which have been approved by the Section 151 Officer in line with the Financial Regulatory Framework, be noted.    7.  That the capital virements from the Headroom budget as detailed in paragraph 3.4 of Appendix 1 to the report, which have been approved by the S151 Officer in consultation with the Portfolio Holder for Resources in line with the Council’s Capital Strategy, be noted.   8.  That the 2024/25 Treasury Management Strategy Mid-Year Review, as detailed in Appendix 2 to the report, be considered and acknowledged. RECOMMENDATION TO FULL COUNCIL: 1.  That the capital programme be uplifted by £9.528m as detailed in section 3.5 of Appendix 1 to the report.
