Highway Services Contract
The council discussed awarding a new contract for highway maintenance and construction works. The previous contract with Tarmac Trading Ltd. is set to expire in January 2025. After a competitive tender process, Tarmac Trading Ltd. was recommended for a new seven-year contract starting in February 2025. AECOM was also recommended to undertake the design of highway maintenance and improvement schemes for the same period. The estimated annual turnover for these contracts is £10 million. Despite recent volatility in the construction industry, the proposed contract value is less than initially anticipated, which was seen as a positive outcome.
2023-24 Revenue Budget Monitoring
Councillor Jane Lonergan presented the final budget monitoring position for 2023-24. The council achieved a balanced budget by using one-off resources set aside for unbudgeted inflationary pressures. The council faces ongoing budget challenges, particularly in adult and children's services, which now represent 76% of the council's budget. The council will continue to lobby for sufficient government funding and national reform of the care market.
Bowring Park
Councillor Shelley Powell discussed the management of Bowring Park. The council appointed One Day Limited as the managing agent for the park under a 123-year lease. This decision followed the administration of the previous operator, Mac Golf Limited. The council retains ownership of the site and has placed conditions to ensure its ongoing public use. One Day Limited has made significant progress, including the opening of a community café and various community events. The council aims to secure planning permission for One Day Limited's master plan to continue the park's development.
Knowsley Council Plan Monitoring Report
The council reviewed progress against the Knowsley Council Plan, which focuses on three key priorities: supporting those in need, inclusive growth, and addressing the climate emergency. Significant achievements include balanced budget management, support through the Household Support Fund, and investment in parks and green spaces. The council also highlighted improvements in children's services and housing completions, with over half of the new homes being affordable.
The meeting concluded with the council expressing pride in its achievements despite financial challenges and emphasizing the need for better government funding to continue delivering positive outcomes for the community.
