June 12, 2024 View on council websiteSummary
The Licensing Sub-Committee of Havering Council met on Wednesday 12 June 2024 to discuss several licensing applications and variations. Key decisions included the approval of a new premises licence for a restaurant in Romford and the rejection of a variation application for extended hours at a nightclub in Hornchurch.
New Premises Licence for Romford Restaurant
The committee approved a new premises licence for a restaurant located at South Street, Romford. The applicant, a local entrepreneur, presented a detailed plan for the establishment, including measures to mitigate noise and ensure public safety. The committee noted the applicant's commitment to community engagement and responsible alcohol service.
Councillor Paul Convery highlighted the importance of supporting local businesses while maintaining public order. He stated, We must balance economic growth with the welfare of our residents. This application demonstrates a clear understanding of that balance.
Variation Application for Hornchurch Nightclub
The committee rejected a variation application for extended operating hours at a nightclub on High Street, Hornchurch. The application sought to extend closing time from 2 AM to 4 AM on weekends. Local residents and business owners raised concerns about potential noise disturbances and anti-social behaviour.
A representative from the Hornchurch Residents Association argued, Extending the hours will exacerbate existing issues and negatively impact the quality of life for nearby residents.
The committee agreed, citing the need to protect residential amenity and prevent public nuisance.
Other Applications and Reports
The committee also reviewed several other applications and reports, including:
- The clerksreportvariation 12 June, which provided updates on ongoing licensing matters.
- The Front Application and Front LO report, detailing specific licensing requests and officer recommendations.
- The Public reports pack, which included all documents and submissions for the meeting.
These discussions were less contentious and primarily involved routine updates and minor amendments to existing licences.
