The Licensing Sub Committee of Havant Council met on Thursday 13 June 2024 to discuss several licensing applications and representations. New Premises Licence for The Green Dragon Pub
The committee approved a new premises licence for The Green Dragon Pub, located on Elm Lane. The application, detailed in APPENDIX A - Application and site plan, sought permission to serve alcohol until midnight on weekdays and 1 am on weekends.
Public Safety and Noise Concerns
Representations from the Havant Borough Council Environmental Health Pollution Team raised concerns about potential noise disturbances to nearby residents. The committee imposed conditions requiring the pub to install soundproofing measures and limit outdoor music to before 10 pm. Councillor Jane Smith stated,
The balance between supporting local businesses and ensuring residents' peace is crucial. These conditions aim to achieve that balance.
Police Licensing Representation
The Police Licensing Representation was also discussed. The police recommended additional security measures, including the installation of CCTV cameras and the employment of licensed door staff during peak hours. These recommendations were accepted by the committee to enhance public safety.
Responsible Authorities Contact Table
The committee reviewed the Responsible Authorities contact table to ensure all relevant parties were informed about the new licence and its conditions. This table includes contact details for authorities such as the police, fire service, and environmental health.
Licensing Representation
The committee also considered a Licensing Representation from local residents who expressed concerns about increased traffic and antisocial behaviour. The committee decided to monitor the situation and review the licence if any issues arise.
