Havant Council Approves Key Housing and Leisure Developments
This week, Havant Council had a series of important meetings with key decisions impacting local development and services.
Site Viewing Working Party
The Site Viewing Working Party met on Thursday, 27 June 2024, to discuss several significant planning applications. The key topics were the Bartons Road residential development, the expansion of Havant Leisure Centre, and the proposed redevelopment of Havant Retail Park.
Bartons Road Residential Development
The proposed development on Bartons Road aims to build 150 new homes, including affordable housing units. The councillors debated the potential impact on local traffic and the environment. Proponents argued that the development would address the housing shortage and provide much-needed affordable housing. One councillor stated,
This project is crucial for meeting our housing targets and providing affordable options for our residents.
Opponents raised concerns about increased traffic congestion and the loss of green space. Ultimately, the council decided to approve the development, citing the benefits of increased housing availability.
Havant Leisure Centre Expansion
The council also reviewed plans for the expansion of Havant Leisure Centre. The proposal includes adding a new swimming pool, gym facilities, and a community hall. Supporters highlighted the health and social benefits of the expansion. One councillor remarked,
Expanding the leisure centre will promote healthier lifestyles and offer a community hub for various activities.
There were no significant objections, and the council unanimously approved the expansion.
Havant Retail Park Redevelopment
The proposed redevelopment of Havant Retail Park was also discussed. The plan includes modernising existing retail spaces and adding new dining and entertainment options. Councillors expressed mixed opinions, with some supporting the potential economic boost and others concerned about the impact on local businesses. One councillor noted,
While this redevelopment could attract more visitors and boost the local economy, we must consider the potential negative effects on small businesses in the area.
Due to these concerns, the council decided to defer the decision, requesting a more detailed impact assessment before proceeding.

Portchester Crematorium Joint Committee
The Portchester Crematorium Joint Committee met on Monday, 24 June 2024, to discuss various operational matters.
Cremator Replacement
The committee discussed a report on the replacement of the cremators at Portchester Crematorium. The existing cremators are nearing the end of their useful life and need to be replaced. The report, titled 240624- Cremator Replacement Update Report June 2024
(link), set out the options for replacement, including the different types of cremators available. The report highlighted that the chosen cremators must meet upcoming changes to environmental legislation:
The Environment Agency published updated guidance in November 2020 requiring all cremators installed after 1st January 2027 to have mercury abatement equipment fitted.
After discussing the report, the committee decided to proceed with the preferred option.

The committee approved the Annual Return for financial year 2023-24.
Building Works

provided an update on the progress of the works, which include the construction of a new waiting room and the refurbishment of the existing toilets.
Horticultural Matters

provided an update on the grounds maintenance at the crematorium. The report noted that the recent hot weather had caused some damage to the lawns and that additional watering was required.
