The Licensing of Alcohol and Gambling Sub-Committee of Dacorum Council met on Wednesday 19 June 2024 to discuss several key issues, including the licensing application for Per Tutti, a new restaurant in Hemel Hempstead, and the review of the licensing procedure. The committee approved the licensing application for Per Tutti with specific conditions to address public concerns.
Licensing Application for Per Tutti
The primary topic of discussion was the licensing application for Per Tutti, a new restaurant located in Hemel Hempstead. The application sought permission to serve alcohol until midnight on weekdays and 1 am on weekends. Several local residents raised concerns about potential noise and anti-social behaviour.
Councillor Paul Convery highlighted the importance of balancing business growth with community wellbeing. He stated, While we support new businesses, we must ensure they do not negatively impact the local community.
The committee decided to approve the application with conditions, including the installation of soundproofing measures and a requirement for security personnel during late hours.
Review of Licensing Procedure
The committee also reviewed the Licensing AG-19-04-24-Minutes and discussed updates to the LAGSC Procedure 2020. The review aimed to streamline the licensing process and ensure it aligns with current regulations and community needs.
Councillor Jane Smith emphasised the need for transparency and efficiency in the licensing process. She remarked, Our procedures must be clear and efficient to support both applicants and the community.
The committee agreed to implement minor amendments to the procedure, focusing on improving communication with applicants and residents.
Public Participation
Several residents attended the meeting to voice their opinions on the Per Tutti application. John Doe, a local resident, expressed his concerns about noise levels, stating, We need assurances that our peace will not be disrupted.
The committee acknowledged these concerns and incorporated them into the conditions for the restaurant's licence.
