One councillor noted, Culture is not just an add-on; it is integral to the identity and economy of Manchester.
The strategy includes several key initiatives, such as increasing funding for local arts organisations, developing new cultural spaces, and promoting Manchester as a cultural destination. The committee unanimously agreed to adopt the strategy, with the expectation that it will drive both social and economic benefits for the city.
Local Plan Update
An update on the Local Plan was presented, focusing on the city's long-term development framework. The plan addresses housing, transportation, and environmental sustainability. Councillors discussed the need for affordable housing and the importance of green spaces in urban planning. The update also highlighted the council's commitment to achieving net-zero carbon emissions by 2038, in line with the Greater Manchester Combined Authority's targets.
The committee acknowledged the progress made but called for more detailed plans on how these goals would be achieved. One councillor remarked, We need clear, actionable steps to ensure that our ambitious targets are met.
Short-term Lets
The impact of short-term lets on Manchester's housing market was another significant topic of discussion. The report highlighted concerns about the proliferation of short-term rental properties and their effect on housing availability and affordability. Councillors debated the need for stricter regulations to manage the growth of platforms like Airbnb.
One councillor argued, While short-term lets can boost tourism, they also reduce the number of homes available for long-term residents, driving up rents and exacerbating the housing crisis.
The committee decided to commission further research into potential regulatory measures, including licensing schemes and zoning restrictions.
Other Business
The meeting also included a brief overview of ongoing economic regeneration projects and updates on various council initiatives. However, these were not discussed in detail.
