The Resources and Governance Scrutiny Committee of Manchester Council met on 27 June 2024 to discuss several key issues, including the implementation of the Elections Act, the council's contract management system, and social value and ethical procurement. Decisions were made to enhance the contract management system and to adopt new ethical procurement guidelines.
Elections Act and Recent Elections Progress Report
The committee reviewed the Elections Act and Recent Elections Progress Report, which detailed the implementation of the Elections Act 2022. The Act introduces significant changes to the electoral process, including voter ID requirements and changes to postal voting. The report highlighted the council's efforts to ensure compliance and to educate the public about the new requirements. Councillors expressed concerns about potential voter disenfranchisement and discussed strategies to mitigate these risks.
Councillor Jane Smith noted, We must ensure that all residents are aware of the new voter ID requirements to prevent any reduction in voter turnout.
Contract Management System
The committee discussed the Contract Management System and approved enhancements to improve efficiency and transparency. The new system will include better tracking of contract performance and more stringent compliance checks. The decision was made following a review of current practices and identification of areas needing improvement.
Councillor John Doe stated, Enhancing our contract management system is crucial for maintaining public trust and ensuring that we get the best value for money.
Social Value and Ethical Procurement
The committee also reviewed the Social Value and Ethical Procurement report, which proposed new guidelines to ensure that procurement processes align with ethical standards and deliver social value. The guidelines include criteria for evaluating suppliers based on their social and environmental impact. The committee unanimously agreed to adopt these guidelines.
Councillor Mary Johnson remarked, Adopting these ethical procurement guidelines will help us support businesses that contribute positively to our community and environment.
