Summary
The Scrutiny Inquiry Panel on Community Assets met to discuss the Community Asset Transfer (CAT) process, hearing from various stakeholders who have undergone this process. The meeting also noted the project plan for the inquiry, with the next session scheduled to address the legal aspects of CAT.
Community Asset Transfer - Round Table Meeting with Stakeholders
The panel engaged with several stakeholders who have participated in the Community Asset Transfer process. Representatives from Coed Gwillim Park, Penlan AFC, Underhill Park, and Llanrhidian Higher Community Council shared their experiences. Additionally, Swansea Council for Voluntary Service provided insights into the process.
Mr Rooke and Mr Daly from Coed Gwillim Park discussed the challenges they faced in securing funding and managing the park's maintenance. Mr Hopkins from Penlan AFC highlighted the benefits of community involvement in managing local sports facilities, noting that community ownership has led to increased engagement and better upkeep of the facilities.
Mr Winspear from Swansea Council for Voluntary Service emphasized the importance of clear communication and support from the council during the transfer process. He stated, A transparent and supportive approach from the council can significantly ease the transition for community groups.
The discussions and issues raised during this session will be detailed in the findings report, which the panel will review towards the end of the inquiry.
Inquiry Project Plan
The panel noted the Project Plan for the inquiry. The next meeting is scheduled for 23 July 2024 at 4.30 pm and will focus on the legal aspects of Community Asset Transfer and the inquiry findings report.
