The meeting on the 12th of December 2024 was a meeting of Rushmoor Council's Licensing Sub-Committee (Alcohol & Entertainments). The purpose of the meeting was for the committee to make a decision on an application for a new premises licence for 63 Savoy Place, 281 Farnborough Road, Farnborough. Two representations were made by members of the public opposing the application.

Application for a Premises Licence: 63 Savoy Place, 281 Farnborough Road, Farnborough

K27 Ltd applied for a new premises licence to permit the sale of alcohol for consumption off the premises, from 63 Savoy Place, 281 Farnborough Road, Farnborough. The application requested permission to sell alcohol Monday to Saturday from 7am to 11pm, and Sundays 7am to 10pm.

Two members of the public submitted representations objecting to the application, citing the following reasons:

• The Designated Premises Supervisor lives in Feltham, some distance from Farnborough.
• A lack of parking restrictions in the area could lead to congestion and risk to pedestrians.
• Noise and disruption from delivery lorries could become a nuisance.
• Concerns over the potential for anti-social behaviour and litter.
• The second representation raised concerns that the accommodation at Savoy Place would be used to house homeless families from the London Borough of Newham. They argued that this could lead to: > Up to 80% of the residents could have limited resources and thus the > opportunity to buy alcohol on the premises will divert their purchases from > necessities to optional purchases, overuse of which could lead to anti-social > behaviour among the residents.

The Licensing Sub-Committee was asked to determine the application, taking into account the representations, the Council's licensing policy, guidance issued by the Secretary of State, and the promotion of the licensing objectives. The options available to the Sub-Committee were:

• Grant the licence as applied for.
• Exclude from the scope of the licence any of the licensable activities to which the application relates.
• Refuse to specify the named individual as the Designated Premises Supervisor.
• Reject the whole or part of the application.
