The Licensing Officer asked the Committee to approve a consultation on the proposed statement.

If no comments are received there is no requirement for the final document to be referred back to the Licensing committee before publication.

The consultation was set to start on 12 December 2024 and end on 9 January 2025. The consultees would include:

  • Representatives of the Gambling trade including betting shops, bingo halls and similar.
  • The Gambling Commission
  • Customers of gambling establishments.

The final draft would then be presented to the full Council in February 2025.

The Committee resolved to approve a consultation on the proposed Statement of Principles.


  1. The Gambling Act 2005 is an Act of Parliament of the Parliament of the United Kingdom which came into force on 1 September 2007. It is an attempt to consolidate existing gambling legislation and to regulate online gambling. 

  2. The Local Government (Miscellaneous Provisions) Act 1982 is an Act of Parliament which covers a wide range of matters relating to local government in England and Wales. Part II of the Act deals with sex establishments, and gives local authorities the power to license sex shops, sex cinemas and sexual entertainment venues.
