Land To The North-Northeast Of Red Lane House, Red Lane, Rosudgeon, TR20 9PU
Councillors were scheduled to consider an outline planning application for an affordable-led housing scheme for up to nine dwellings on land to the North-Northeast of Red Lane House.
The site is situated outside the development boundary for Rosudgeon and is within the Cornwall and West Devon Mining Landscape World Heritage Site, which was inscribed in 2006 because of the area's historic mining activities.
The application has been called in to committee by Councillor John Martin, who has expressed concerns that the proposed development would harm the character of Red Lane, changing the character of the lane in a detrimental way.
Perranuthnoe Parish Council object to the application on the grounds that the development would harm the rural setting of Red Lane and run counter to policies in the Perranuthnoe Neighbourhood Plan. The Parish Council also note that the site is outside the development boundary.
The Cornish Mining World Heritage Site Office object to the application. They say:
Infilling the field with residential development here would fully overwrite the existing field's layout and character, the site will become a series of residential plots as opposed to the undeveloped field. Retention of hedges is not sufficient to mitigate this impact as has been explored in a number of dismissed appeals, where it has been noted that hedges would simply become boundaries to a residential development and their former legibility as part of a smallholding field would be illegible.
The case officer has recommended that the application be approved subject to a number of conditions and the completion of a Section 106 agreement to secure necessary planning contributions.
Cornwall Council's Affordable Housing Team have confirmed that the application site is suitable as a rural exception site and say:
There is sufficient evidence of housing need for the parish which is still to be met.
Land adjacent to Coverack Bridges Sithney Helston TR13 0HG
Councillors were scheduled to consider an outline application for the construction of up to two dwellings and associated works on land adjacent to Coverack Bridges. The application has been called in to committee by Councillor Loveday Jenkin.
The only matter under consideration in this application is access to the site.
The application has been supported by Sithney Parish Council.
The case officer has recommended that the application be refused. They say that:
The site is considered to be located outside of the built form of the settlement and does not comprise infill or rounding off as set out in policy 3 of the Cornwall Local Plan, such that the proposal would comprise the introduction of residential accommodation in the open countryside for which there is no justified reason to support it.
8 Bond Street Redruth Cornwall TR15 2QB
Councillors were scheduled to consider an application for the change of use of a two storey commercial unit to form three flats, and the renovation of an attached existing flat.
The site lies within the Redruth Conservation Area and is within the Camborne and Redruth Mining District World Heritage Site.
The application has been called in to committee by Councillor Barbara Ellenbroek.
Redruth Town Council object to the application, because they believe Bond Street:
has the potential to become a more desirable area for commercial enterprises, and therefore wish to retain ground floor/street level commercial space in Bond Street.
The case officer has recommended that the application be approved. They say:
Given the high amount of vacant retail units within Bond Street, and the town of Redruth overall, it is considered that the loss of a single unit in order to provide three additional flats would not significantly undermine the vitality or viability of the town centre. Instead, it would provide three new units of accommodation which would contribute to the town centre and its economy.
