The site is in the Green Belt, and the report concludes:
The proposal does not meet any of the specified exceptions a to g (paragraph 154) and therefore the construction of a new building is by definition inappropriate and therefore harmful to the Green Belt. The scale of the proposal would significantly intensify the use of the land. The proposal is considered to harm the function and openness of the Green Belt, resulting in encroachment into the countryside with visual and spatial harm to the site and Green Belt setting. There are no very special circumstances which outweigh the harm arising from the proposal.
The report recommends that the application be refused.
Outline application for the erection of a detached dwelling at 3 and 5 Cordwell Avenue, Newbold
A report has been prepared for members of the planning committee about an application for outline planning permission for the erection of a detached dwelling at 3 and 5 Cordwell Avenue, Newbold. The applicant, Mr Steve Andrews, is seeking approval for the access to the dwelling, with all other aspects of the development reserved for future consideration. The report notes that planning permission was previously granted for a similar development at the site in 2021, and the principle of development is considered acceptable. Several objections were raised to the proposal by the Coal Authority, Derbyshire Wildlife Trust, the Council's Design Services (Drainage) Team, Yorkshire Water, and the Council's Urban Design and Environmental Health officers. The report concludes that the issues raised can be addressed through the imposition of planning conditions and an informative note to the applicant. The report recommends that planning permission be granted.

A report has been prepared for members of the planning committee about an application for planning permission for the change of use of a Class C4 house in multiple occupation to a Sui Generis 7-bedroom house in multiple occupation at 21 Avondale Road, Chesterfield.
The applicant, Mr J Steer, originally sought permission to develop an 8 bedroom HMO, but reduced the size of the development to 7 bedrooms following consultation.
The report notes that the property is already being used as a 6-person HMO and a licence was granted for the property to be used as an 8-person HMO in May 2024. It concludes that the change of use has minimal additional impacts on neighbouring residents over and above the permitted small HMO already in operation
and recommends that planning permission be granted.
