This meeting will consider the findings of the council's annual reports on planning policy and infrastructure funding, as well as its performance on self-build housing. Councillor Caroline James, Portfolio Holder for Planning, will be asked to approve the reports for publication.

Housing and Planning

A report entitled 2023/24 AMR and Self Build Monitoring report includes the council's Annual Monitoring Report for 2023/24 and a separate report on self and custom build housing.

The Annual Monitoring Report (AMR) reviews the performance of the council's planning service and the extent to which its planning policies have been achieved. The report looks at data on housing delivery, housing land supply, employment, the natural environment, sustainable lifestyles, the historic environment and quality of life.

The report on self and custom build housing reviews the council's performance against its duties under the Self-Build and Custom Housebuilding Act 2015 to maintain a register of people who are interested in building their own homes, and to grant enough suitable planning permissions to meet the demand on the register.

Infrastructure Funding

A report on the Annual Infrastructure Funding Statement 2023-24 will be presented to Councillor James for a decision. The report is required by The Community Infrastructure Levy Regulations 2010. It summarises all of the money the council has received from developers through planning agreements and the Community Infrastructure Levy, and how that money has been spent.

The report also includes a list of infrastructure projects that the council will, or may, fund in the future using money it has received from the levy.
