The Eastbourne Borough Council Licensing Committee are scheduled to meet at 6pm on Monday 17 December 2024 in the Court Room at Eastbourne Town Hall. The meeting is to include a review of the draft Statement of Gambling Principles for Eastbourne Borough Council, and will also confirm the date of the next meeting.

Eastbourne Borough Council Statement of Gambling Principles
A report by Rob Cottrill, Chief Executive of Lewes District and Eastbourne Borough Councils, seeks to agree a six-week public consultation on a draft of the revised Statement of Gambling Principles for Eastbourne Borough Council, which is required by law to be reviewed every three years.
The report proposes that, after the consultation:
the Lead for Regulatory Services, in conjunction with the Chair of the Licensing Committee, be delegated to consider the consultation responses and make any minor changes to the Eastbourne Borough Council’s Statement of Gambling Principles and then recommend the same to Full Council for approval.
The current draft of the revised statement has been updated to reflect recent changes to the Gambling Commission License Conditions and Codes of Practice. The draft statement says that the Council will:
endeavour to be [...] Proportionate: regulators should only intervene when necessary: remedies should be appropriate to the risk posed, and costs identified and minimised; Accountable: regulators must be able to justify decisions, and be subject to public scrutiny;
The Council is proposing to carry out a risk-based inspection programme of licenced premises to ensure that they are complying with the conditions of their licence, and that they are being operated in accordance with the licensing objectives set out in the Gambling Act 2005.
The draft statement also confirms that the Council will not automatically require licenced premises to employ Security Industry Authority (SIA) registered door supervisors, and instead will decide whether this is necessary on a case-by-case basis.
Date of the next meeting
The next meeting of the Licensing Committee is scheduled to be held on Monday 27 January 2025 at 6pm. Any additional meetings of the committee will be scheduled as and when required.
