The Policy Development Advisory Group (Local Economy and Place & Planning and Infrastructure) of Horsham Council discussed the proposed Economic Development Framework for the district and the Billingshurst Investment Programme. Key decisions included the incorporation of climate and ecological considerations into the economic framework and the emphasis on community engagement for the Billingshurst investment.
Enterprising Horsham - Creating Sustainable Prosperity Across Horsham District
The Economic Development Consultant presented the proposed Economic Development Framework. The framework aims to ensure sustainable prosperity by aligning with the Council's priorities and addressing the climate emergency. The framework will include an Economic Prospectus to provide market certainty and outline five key objectives, including job opportunities for residents and attracting external skills.
Members discussed the importance of supporting the rural economy, particularly the visitor economy and farming industry. Engagement with the National Farmers Union is ongoing, and there is a need for a support programme with specialist advisors for farmers. Members also requested the inclusion of viticulture, highlighting its significance to the local economy.
Concerns were raised about the timing of the consultation period, and officers assured that early engagement would take place, with the possibility of extending the consultation period if necessary. The framework will also focus on supporting diverse and underrepresented groups to access opportunities, promoting independence.
Billingshurst Investment Programme: Approach to Community Consultation and Engagement
The Director of Place updated the group on the Billingshurst Investment Programme, which targets areas experiencing significant growth without corresponding increases in services and infrastructure. Billingshurst was identified as a priority due to its substantial growth.
The Project Manager outlined the progress and future strategy, including collaboration with the Parish Council and gathering evidence to establish a fund. The emerging list of infrastructure projects focuses on sports and recreation, travel and movement, the public realm, and community facilities. However, some projects, such as health and school facilities, cannot be delivered by Horsham District Council or the Parish Council.
Members supported the investment and stressed the importance of iterative community engagement. Active travel was highlighted, with s106 funding available for related works. The Project Manager will meet with the Active Travel Officer at West Sussex County Council to further develop plans. Sustainability in sports facilities was also discussed, referencing a recent strategy by Sports England.
