...to give effect to recommendations from committees, the Council approved the Horsham District Council (Reorganisation of Community Governance) Order 2025, which includes the constitution of a new parish for Horsham, the establishment of a parish council, warding arrangements, and a budget allocation for set-up costs.

...to proceed with the Capitol Refurbishment Project, delegating authority for non-material changes within the £10.2m budget, approving contract awards to winning suppliers, and authorizing contract finalization to facilitate the refurbishment.

...to ensure continuous print and despatch services for the Revenues and Benefits service, a call-off from the Crown Commercial Service RM6280 Framework was approved, delegating authority to the Director of Resources to award a contract for three years (extendable by one year) and finalise its terms.

...to approve the construction of a community facility at Highwood, including a hall, changing rooms, toilets, and a car park, and to delegate authority for final designs and contract awards, recommending to the Council a capital budget of £2.6m for the 2026/27 financial year.

...to approve the Shaping Development in Horsham District Planning Advice Note as a non-statutory planning guidance document, replacing the Facilitating Appropriate Development document, and to grant authority to the Director of Place to make necessary editorial changes and further changes to reflect updated legislation, national policy, or the status of the emerging Horsham District Local Plan 2023-40.
