The Resources and Performance Select Committee are scheduled to meet on Wednesday 2 April 2025 to review cabinet responses to select committee reports, and to scrutinise the forward work programme and recommendation tracker. The committee will also discuss issues relating to Ranger House, Guildford.

Here are some of the topics that the committee is expected to discuss:

Unit4

The committee is scheduled to receive an update on the Unit4 system. Unit4 is an Enterprise Resource Planning (ERP) system¹ used by Surrey County Council. The Resources and Performance Select Committee is expected to discuss the Unit4/MySurrey Stabilisation Board Report. The committee previously made recommendations that officers update them on the progress in resolving the remaining issues with Unit4, the performance and capacity of the system, and the effectiveness of the new governance arrangements. The committee also recommended that the cabinet consider undertaking a review to understand and evaluate the likely impacts of any Local Government Reform (LGR) on the use of the Unit4 system to deliver the core financial functions of any future Authorities, as part of its planned wider work on how IT infrastructure would change due to LGR, and that the results of any review are shared with this select committee.

The Cabinet response to the Unit4/MySurrey Stabilisation Board Report indicates that the Cabinet is grateful for the committee's recognition of the challenges in stabilising the platform and working with the supplier to resolve outstanding issues. The Cabinet has accepted the recommendations made by the committee, particularly in light of the possible impacts of Local Government Reform.

The Resources & Performance Select Committee Notes of Performance Monitoring Session from 16 December 2024, includes a discussion of the performance indicator of the resolution of legacy issues backlog. The Chief Digital and Information Officer explained that the performance indicator effectively considered all issues within the remit of the Stabilisation Board.

Customer Transformation Programme

The Resources and Performance Select Committee is expected to discuss the Customer Transformation Programme. The aim of the Customer Transformation Programme is to change the culture of Surrey County Council to be more responsive to customers.

The committee previously made recommendations that Cabinet revisit the funding for the Customer Transformation Programme in light of the uncertainties of Local Government Reform to ensure that any future spending and investment continues to benefit Surrey residents and/or any new future Authorities, and that any new or revised proposal comes before this select committee for scrutiny before a Cabinet decision is made.

The Cabinet - Customer Transformation document indicates that the Cabinet accepts the recommendations made by the Committee, which the Committee has noted are in the context of Cabinet’s complex planning for the possible impacts of Local Government Reform.

Forward Work Programme and Recommendation Tracker

The Committee is scheduled to review and discuss the Forward Work Programme (FWP) and Recommendation Tracker. The FWP outlines the committee's planned activities for the year, including upcoming scrutiny items, policy reviews, and overview reports. The Recommendation Tracker monitors the progress and outcomes of the committee's previous recommendations and actions.

The committee is scheduled to discuss the Equalities, Diversity and Inclusion (EDI) Framework at the meeting on 2 July 2025. The committee will also receive a written briefing regarding Hendeca, one of Surrey County Council Local Authority Trading Companies (LATCs). A scrutiny meeting is scheduled for Wednesday 7 May 2025 to evaluate finalisation of Unit4 Stabilisation and transition to the project’s Optimisation phase.

Exclusion of Press and Public

The agenda includes a recommendation to exclude the press and public from the meeting for a specific item of business. This recommendation is made under Section 100(A) of the Local Government Act 1972, which allows for the exclusion of the public when the discussion involves the likely disclosure of exempt information under the relevant paragraphs of Part 1 of Schedule 12A of the Act.

Ranger House, Guildford

The agenda includes a report relating to Ranger House, Guildford. The purpose of the report is for the committee to consider issues relating to Ranger House.
