This meeting of the Licensing Sub-Committee will consider two applications for new premises licences under the Licensing Act 20031. One application is from Grosvenor Victoria Casino, and the other is from Alta.
Grosvenor Victoria Casino, 150-162 Edgware Road, London, W2 2DT
The committee has been provided with an application pack containing details of an application for a new premises licence for Grosvenor Victoria Casino. The application requests permission for the sale of alcohol from 9am to 11:30pm Monday to Thursday, 9am to midnight Friday and Saturday, and 9am to 10:30pm on Sundays, with an extension to midnight on Sundays immediately prior to Bank Holidays. These hours differ from those requested in the application for the sale of alcohol, which were until midnight on Sunday. The application also requests that the licence permit the provision of late night refreshment from 11pm to midnight on Sunday.
The report pack notes that:
The premises is located within the West End Cumulative Impact Area and as such various policy points must be considered, namely CIP1, HRS1 and RNT1.
This refers to the City of Westminster’s Statement of Licensing Policy 2021, which states that new licenses will generally not be granted in this area unless the applicant can demonstrate that their application is exceptional.
A number of conditions on the licence have also been proposed, including that:
- “The sale of alcohol must be ancillary to the use of the premises for gaming facilities and substantial refreshment.”
- Substantial food and non-intoxicating beverages, including drinking water, shall be available in all parts of the premises where alcohol is sold.
- There shall be no sales of hot food or hot drink for consumption off the premises after 11pm.
- Admission of children to the premises must be restricted in accordance with the film classification recommended by the British Board of Film Classification.
- The premises shall only operate as a restaurant.
- All sales of alcohol for consumption off the premises shall be in sealed containers only.
- Notices shall be prominently displayed at any area used for smoking requesting patrons to respect the needs of local residents and use the area quietly.
- No noise generated on the premises, or by its associated plant or equipment, shall emanate from the premises nor vibration be transmitted through the structure of the premises which gives rise to a nuisance.
The applicant has provided a plan of the premises, and a list of previous licences for the premises dating back to 2005. There have been no appeals relating to any of the previous licences for this venue. The applicant has also provided copies of the website for the venue, which is not publicly accessible.
Alta, 9 Kingly Court, London, W1B 5PW
A licensing application for Alta, a new restaurant at 9 Kingly Court has also been provided to the committee for consideration.
A number of conditions on the licence have been proposed, including:
- “The premises shall only operate as a restaurant”
- “Substantial food and non-intoxicating beverages, including drinking water, shall be available in all parts of the premises where alcohol is sold or supplied for consumption on the premises.”
- “No noise generated on the premises, or by its associated plant or equipment, shall emanate from the premises nor vibration be transmitted through the structure of the premises which gives rise to a nuisance.”
The applicant has provided a plan of the premises and copies of the website for the venue, which is not publicly accessible.
