Summary
The Licensing Committee met to consider the minutes of the previous meeting and an application to vary the premises licence for Catford Rhum at 48-49 Deptford Broadway. The committee approved the minutes of the previous meeting and granted the variation to the premises licence for Catford Rhum, allowing them to extend their hours for selling alcohol.
Catford Rhum Licence Variation
The committee considered an application from Catford Rhum Limited, for a variation of their premises licence at 48 – 49 Deptford Broadway, London SE8 4PH.
Catford Rhum applied to extend their hours for selling alcohol for consumption on the premises to:
- 22:00 – 23:30 Monday
- 23:00 – 23:30 Tuesday
- 23:00 – 00:30 Wednesday
- 23:00 – 01:00 Thursday
- 00:00 - 01:00 Friday
- 00:00 – 01:00 Saturday
- 22:30 – 23:30 Sunday
Their current licence allows them to sell alcohol for consumption on the premises at the following times:
- 11:00 – 22:00 Monday
- 11:00 – 23:00 Tuesday
- 11:00 – 23:00 Wednesday
- 11:00 – 23:00 Thursday
- 11:00 – 00:00 Friday
- 10:00 – 00:00 Saturday
- 10:00 – 22:30 Sunday
They also have a licence to sell alcohol for consumption off the premises between 11:00 – 22:30 Monday – Friday and 10:00 – 22:30 Saturday & Sunday. This was not part of the variation application.
Two representations were received from members of the public objecting to the application. The grounds for objection were:
- Prevention of Public Nuisance: Residents were concerned that extending the hours would lead to further noise disturbances from customers inside and outside the premises, particularly when leaving to go home. They also mentioned the combined noise from customers of Catford Rhum and The Bunker, another late-night venue on Deptford Broadway.
- Public Safety and Crime & Disorder: Concerns were raised about the increased risk to public safety and potential crime and disorder due to intoxicated individuals in the area at later hours, especially near residential buildings.
The report to the committee outlined the Licensing Act 2003, which requires the committee to consider the promotion of the four licensing objectives:
- Protection of Children from Harm
- Prevention of Crime and Disorder
- Prevention of Public Nuisance
- Public Safety
It also noted that the committee should have regard to the Licensing Authority’s Statement of Licensing Policy 2020-25 and the council’s corporate strategy objectives of Building an Inclusive Local Economy and Building Safer Communities.
The committee had the option to grant the application as applied for, grant it subject to modified conditions, refuse to specify a designated premises supervisor, or refuse the application.
The committee granted the application.
