The Licensing Sub Committee A scheduled a meeting to discuss several licensing applications. These included new premises applications for Doppio Zero and Sweety Cooky, as well as one for The National Youth Theatre, and a premises licence variation for the Archway Tavern.
Here's a breakdown of the key items that were listed for discussion:
Archway Tavern Premises Licence Variation
The Archway Tavern, located at 1 Navigator Square, sought a variation to its premises licence. The application concerned the ground floor live room only, and was for pre-booked private events. The proposed changes included:
- Extending the hours for the sale of alcohol on Thursdays, Fridays and Saturdays until 4am, and on Sundays until 2am.
- Extending late night refreshment hours to match the new alcohol sales times.
- Extending hours for live music, recorded music, performance of dance and films to match the new alcohol sales times.
- Extending opening hours on Thursdays, Fridays and Saturdays until 4:30am, and on Sundays until 2:30am.
Three local residents had submitted representations regarding this application. The applicant, Tony Dhawan, Finance & Operations Manager at The Archway Tavern Company Limited, had written to the representors to address their concerns. The police had also made recommendations, which the applicant agreed to incorporate into the operating schedule, leading to the withdrawal of the police representation.
The report pack noted that the premises is located within the Junction Cumulative Impact Area1 and therefore Licensing Policy 3 would need to be considered.
Licensing Policy 3 creates a rebuttable presumption that applications for the grant or variation of premises licences which are likely to add to the existing cumulative impact will normally be refused following the receipt of representations, unless the applicant can demonstrate in the operating schedule that there will be no negative cumulative impact on one or more of the licensing objectives.
Doppio Zero New Premises Application
Doppio Zero, a cafe located at 4 Gillespie Road, applied for a new premises licence. The applicant was listed as Mr Marco De Cristofaro, with Mr Daniel Clark proposed as the designated premises supervisor.
The report pack noted that the premises was previously subject to a premises licence issued in February 2010, but that this licence lapsed in July 2018 when the company holding the licence was dissolved. It also noted that Licensing Officers visited the premises on 13 September 2024 and found the premises selling alcohol without authorisation, and that a Section 19 closure notice was served on the owners at that time.
The application was subject to eight representations from local residents, two opposing or partially opposing the grant of the licence, and six in support. The Licensing Committee had previously heard an application from Mr Clark on 1 January 2025, but refused it. The grounds for refusal were that the applicant had limited knowledge of the licensing regime and there was no evidence to suggest the owner had any knowledge.
The applicant had applied for temporary event notices to cover the period October and early November 2024, and had used their full allocation of 21 days during this period. Since the application was refused, the applicant had applied for a further seven sets of temporary event notices to cover Fridays to Sundays, and had now used their full allocation for 2025.
The report pack noted that the item was heard on 1 April 2025, but that the Licensing Committee decided to adjourn the application as they wanted clarification on several points, including the lack of a customer toilet at the venue. The applicant had since confirmed that builders were building a corridor access point so customers could use the toilet at the premises.
The report pack also noted that the premises are not located in a Cumulative Impact Area and therefore the Licensing Sub-Committee would not need to consider Licensing Policy 3.
Sweety Cooky New Premises Licence
Sweety Cooky, located at 177 Junction Road, submitted a new premises licence application. The applicant had amended the application to remove off sales.
Representations had been received from four local residents, the Better Archway Forum, the Metropolitan Police, and the Council’s Noise Service. The applicant had agreed conditions with the Noise Service and the police, leading to the withdrawal of their representations. The applicant had also written to the representors to address their concerns, following which the Better Archway Forum withdrew their representation. However, one objector maintained their representation.
The Planning & Development section had noted that a planning application for retrospective permission for the change of use of the premises from a tattoo studio to a café/bakery and restaurant with external tables and chairs was currently live, and a decision was due in the next few weeks.
The report pack noted that the premises are located in the Junction Cumulative Impact Area and therefore the Licensing Sub-Committee would need to consider Licensing Policy 3.
The National Youth Theatre New Premises Licence
The National Youth Theatre, located at 443-445 Holloway Road, applied for a new premises licence to allow:
- The sale of alcohol on the premises, Mondays to Sundays, from 11:00 to 00:00.
- Late Night Refreshment, Mondays to Sundays, from 23:00 to 00:00.
- Plays, films, live music, recorded music, performance of dance, Mondays to Sundays, from 11:00 to 00:00.
- Opening hours, Mondays to Sundays, from 09:00 to 00:30.
Representations had been received from the Metropolitan Police, the Council’s Noise Service, and three local residents. The applicant had agreed conditions with the Noise Service and the police, leading to the withdrawal of their representations. The applicant had also written to the representors to address their concerns, and had included a copy of the operating schedule, dispersal and management policy, and operational management plan.
The Planning & Development Section had noted that the property is located within the Mercers Road/Tavistock Terrace Conservation Area.
