Summary
Here is a summary of the scheduled discussions for the Planning Committee B meeting on 22 April 2025.
The agenda included consideration of declarations of interest, confirmation of the minutes from a previous meeting, and planning applications for land at Buckden Close and Brockley Road. An addendum report regarding land at Buckden Close was also scheduled for discussion.
Land at Buckden Close, SE12 8AB
This was an outline application for the construction of a three-storey apartment building with nine residential units at Buckden Close. All matters were reserved except for access. The application was brought before the committee due to the submission of more than ten valid individual objections.
The supplementary agenda included an addendum report to inform the Planning Committee B members of a recent application to nominate part of the application site as an Asset of Community Value (ACV) by the Buckden and Alanthus Nursery Estate Residents Association (BANERA). The nomination covered the open green space to the rear of Buckden Close, described by BANERA as:
• A historically significant play and meeting area. • A space maintained voluntarily by local residents. • A site used for informal recreation, community gatherings, and emergency access (including air ambulance landings). • Supported by over 100 local properties, many of which contribute financially to its maintenance through estate management fees.
The addendum report also addressed further objections received from local residents, primarily concerning highways safety, refuse and servicing arrangements, parking stress, cumulative impacts, and community engagement.
240-242 Brockley Road, SE4 2SU
This application concerned the demolition of the existing social club at 240-242 Brockley Road and the construction of a five-storey building to provide 14 residential units. The proposal included bicycle and refuse storage, landscaping, amenity space and other associated works. The application was brought before the committee due to 17 valid planning objections from local residents, and at the request of Councillor Stephen Penfold.
The proposed residential mix was:
- 5 x 1b2p units
- 1 x 2b3p units
- 8 x 2b4p units
The report noted that the applicant would provide a £250,000 affordable housing contribution, and a £44,100 contribution towards community uses within the local area.
The report also referenced a Mayor and Cabinet resolution relating to community space (Use Class F2) in the Brockley ward, but clarified that this was included for information only and was not a material planning consideration.
