The Planning Committee B meeting on 22 April 2025 was scheduled to discuss two planning applications: one for the demolition of Brockley Social Club and the construction of a five-storey residential building, and another for an outline application for a three-storey apartment building on land at Buckden Close. The committee also received an addendum report concerning the Brockley Road application, detailing corrections to the original report.

The committee was scheduled to consider a proposal for the demolition of the existing Brockley Social Club and the construction of a five-storey building to provide 14 residential units. This development would also include bicycle and refuse storage, landscaping, and amenity space. The applicant, Maddox Planning on behalf of Kinland (Brockley) Limited, submitted the application on 1 May 2024.
An addendum report was issued due to two errors in the published committee report. These corrections related to the climate resilience comments and the approved plans condition. The report indicated that the application was still recommended for approval, subject to conditions and the completion of a Section 106 Legal Agreement within six months.
The site is located in an area with a Public Transport Accessibility Level (PTAL) of 4, and is designated as being within a Local Open Space Deficiency area, an Air Quality Management Area, and a Small HMO North Ext A4 zone. The proposal was brought before the committee due to 17 valid planning objections received from local residents, and a request from Brockley Ward Councillor Stephen Penfold.
The report detailed the site's history, including a previous permission for a five-storey building with nine residential units and a replacement social club. The current proposal aims to provide more residential units and an affordable housing contribution of £250,000, along with a £44,100 contribution towards community uses. Concerns raised by objectors included overdevelopment, impact on the Brockley Conservation Area, design, loss of the social club, carbon emissions, loss of daylight/sunlight, privacy, noise, parking stress, and construction disruption.
Land at Buckden Close, SE12 8AB - DC/24/137866
The committee was scheduled to consider an outline application for the construction of a three-storey apartment building comprising nine self-contained residential units on land at Buckden Close. Access was the only matter not reserved for future consideration, with layout, scale, appearance, and landscaping to be addressed at a later stage. The applicant, Amalaki Developments Ltd, submitted the application on 18 October 2024.
The report noted that the application had been brought before the committee due to more than ten valid individual objections. The site is designated with a PTAL rating of 3 and is located within the Lee Manor Conservation Area.
A supplementary agenda item was added concerning an application by the Buckden and Alanthus Nursery Estate Residents Association (BANERA) to nominate part of the application site as an Asset of Community Value (ACV). This nomination highlighted the land's use as a historically significant play and meeting area, maintained voluntarily by residents, and used for informal recreation, community gatherings, and emergency access. The nomination was under assessment by the Council's Legal Services and had not yet been determined.
The main report detailed the site's context, including its current use as an informal car park. Concerns raised by objectors included the loss of green space and community amenity, access and highway impacts on the narrow, unadopted Buckden Close, construction impacts, contamination risks, and the cumulative impact of nearby developments. The report also addressed the principle of development, access and highways impact, and the natural environment. The officer's recommendation was for approval, subject to conditions and a Section 106 legal agreement.
