Summary
The Licensing Committee is scheduled to meet on 8 May 2025 to consider a new premises licence application for Lamors Winery, and a new application for 114 Sydenham Road. The committee will also consider the minutes of previous meetings and any declarations of interest from members.
Licensing Applications
The Licensing Committee will consider two applications for premises licences at this meeting.
Lamors Winery, 21 Loampit Hill, SE13 7SZ
The committee will consider a new premises licence application submitted by Lamors Winery Limited, 21 Loampit Hill. The application proposes the sale of alcohol for consumption off the premises between 09:00 and 23:00, Monday to Sunday.
Three representations from local residents have been received, citing concerns regarding:
- The prevention of public nuisance
- The prevention of crime and disorder
- The protection of children from harm
- Public safety
One objector raised concerns about the proximity of the premises to a bus stop, potential traffic and parking issues, and public urination. Another objector raised concerns about the number of off licences already in the area, and the risk of increased antisocial behaviour.
The applicant has proposed a number of conditions to address these concerns, including:
- Displaying notices stating the operating hours of the premises
- Staff training on the Challenge 25 scheme1, the hours and activities permitted by the licence, how to complete a refusal register, recognising signs of drunkenness, and action to be taken in an emergency.
- Maintaining an incident log
- Installing and operating a CCTV system
- Ensuring alcohol on display is not obscured from view of staff
Following a representation from the police, additional conditions have been agreed, and the police representation has been withdrawn. These conditions include:
- Maintaining a comprehensive CCTV system
- Keeping up to date policies and staff training records
- Refusing sales to anyone consuming alcohol in the vicinity of the shop
- Not displaying or selling cans or plastic bottles of super-strength alcohol
- Operating a Challenge 25 scheme
The report pack includes a plan of the premises, redacted objections, and photos of the locality.
114 Sydenham Road SE26 5JX
The Licensing Committee will also consider a new application for a premises licence at 114 Sydenham Road submitted by Suresh Ltd. The application is for:
- Late night refreshment between 23:00 and 05:00, Monday to Sunday
- The sale of alcohol for consumption off the premises between 00:00 and 23:59, Monday to Sunday
One representation has been received from a member of the public. The police and licensing authority do not object to the application, as they believe the conditions offered by the applicant are sufficient to uphold the licensing objectives2.
The applicant, Suresh Ltd, intends to open a general convenience store, and would like to offer some alcohol for sale.
The applicant has proposed a number of conditions to promote the licensing objectives, including:
- Using a CCTV camera system
- Implementing a staff training scheme
- Monitoring the area outside the shop
- Keeping spirits behind the counter
- Using an incident book
- Operating an alcohol refusals policy
- Adopting the Challenge 25 policy
Additional conditions have been agreed with the council licensing authority, including:
- Ensuring a staff member conversant with the CCTV system is on the premises at all times
- Selling alcohol for consumption off the premises in sealed containers only
- Not selling super-strength alcohol
- Maintaining an incident log
Additional conditions relating to deliveries have also been agreed, including:
- Delivery drivers not leaving engines running or congregating outside the premises
- Requiring customers to confirm they are over 18 when ordering alcohol
- Warning customers that alcohol will only be delivered to someone over 18
- Not delivering alcohol to a person in a public place
- Delivering alcohol only to a residential or business address
- Ensuring delivery staff receive training on the prevention of underage sales and the Challenge 25 scheme
A letter from Ian Rushton of JL Licensing, acting on behalf of the applicant, was sent to the objector, outlining the application and the steps that would be taken to promote the licensing objectives.

Challenge 25 is a retailing strategy that encourages anyone who is over 18 but looks under 25 to carry acceptable ID (a card bearing the PASS hologram, a photocard driving licence or a passport) if they are buying alcohol. ↩
