The Hertfordshire County Council Cabinet met on 20 May 2025 to discuss and note the establishment of the council's executive portfolios and cabinet panels, including their remit, size, and membership. The minutes of the previous meeting held on 17 March 2025 were approved.
Establishment of Executive Portfolios and Cabinet Panels
The Cabinet noted the remits, size, and membership of each Cabinet Panel as detailed in the report. The agenda stated that the purpose of this item was to establish the Council’s Executive Portfolios and Cabinet Panels: Remit and Size, Appointment of Executive Members, Deputy Executive Members, Cabinet Panel Members and Revised Executive Scheme of Delegation

The agreed membership for each Cabinet Panel is as follows:
- Adult Care Service Cabinet Panel: Councillor Sally Symington, Deputy Leader of the Council; Executive member for Adult Care Services; Chairman Health & Well-being Board; Vice-Chairman Employment Committee (Chairman), Councillor Calvin Horner (Vice Chairman), D J Barnard, N Bell, R E Carter, S Jacob, T Kingsbury, C Lloyd, E A Needham, W Rouse, P N Seeby, and R P Short.

The council’s constitution allows the Cabinet to establish Cabinet Panels to assist Executive Members and the Cabinet in developing policy proposals. No alternative options were considered or rejected.
