The Health & Wellbeing Board was scheduled to meet on Thursday 22 May 2025 to discuss a range of topics, including the approval of the final Joint Health and Wellbeing Strategy, updates on the implementation of the current strategy, an overview of NHS strategic estates in Barnet, and the work of the Combating Drugs Partnership Board. The meeting was also scheduled to include updates on communicable diseases and North Central London's population health and integrated care strategy.
Joint Health and Wellbeing Strategy
The Health and Wellbeing Board was scheduled to consider the final version of the Joint Health and Wellbeing Strategy for Barnet, a document outlining key priorities and goals for improving the health and wellbeing of residents over the next 10 years.
The report pack included the final Health and Wellbeing Strategy, a summary of responses received during the Phase 3 consultation, and an Equalities Impact Assessment.
The Board was asked to decide whether to include or exclude actions outlined in Appendix B of the report pack in the final strategy, and to agree the remainder of the final version of the strategy.
The draft strategy focuses on four priorities:
- Start and Grow Well
- Live and Age Well
- Better Places
- Better Health for All
These priorities are underpinned by five principles: prioritise prevention, become a fairer Barnet, deliver in partnership, underpinned by evidence of what works, and empowered individuals and communities.
Joint Health and Wellbeing Strategy Implementation Plan
The Health and Wellbeing Board was scheduled to receive an update on the implementation of the current Joint Health and Wellbeing Strategy, including progress against key performance indicators.
The report pack included the Phase 3 Implementation Plan (2023-2025) and a list of Key Performance Indicators.
Of the 41 actions in the Phase 3 Implementation Plan, 90.2% were reported as either completed or on target. The report pack noted that some actions have been delayed from their original completion date, including the review of the Healthy High Street approach, the renewal of the Barnet Transport Strategy, and the recommissioning of borough level smoking cessation services and NHS Health checks.
The report pack stated that of the 31 Key Performance Indicators, 11 indicators (35%) have a positive trend from the baseline, 12 indicators (39%) are +/- 5% of the baseline, and 3 indicators (10%) have a negative trend.
North Central London Population Health and Integrated Care Strategy
The Health and Wellbeing Board was scheduled to receive an update on the North Central London Integrated Care System’s Population Health and Integrated Care Strategy.
The strategy sets out a collective ambition to improve the health, well-being, and life chances of residents by supporting people throughout all stages of life.
The report pack stated that the strategy is supported by an Outcomes Framework, a Delivery Plan, and a set of Core Metrics.
The report pack stated that significant progress has been achieved during the first nine months of the 18-month Delivery Plan, including collaborative working with programme leads, the launch of a publicly accessible Outcomes Framework, and the publication of an Annual Insights Report.
North Central London Barnet NHS Strategic Estates Overview
The Health and Wellbeing Board was scheduled to receive an overview of NHS strategic estates in Barnet.
The report pack stated that the main areas of focus are population health, quality, and efficiency, and that all aspects require input and support from health and care partners.
The report pack noted that the ICB has carried out an assessment of primary care premises across NCL, and that the data illustrates the % of patients served from ‘core’, ‘flex’, and ‘tail’ premises. The report pack stated that Barnet has the highest % of patients served from ‘tail’ estate across NCL, highlighting the need for specific investment and strategic planning to put in place sustainable local care infrastructure in the borough.
The report pack stated that the ICB will invest in local care infrastructure working with partners, and that in 2025/26, NCL ICB will continue to allocate 5% of ICS capital allocation for prioritised local care schemes.
SEND and AP Executive Partnership Board
The Health and Wellbeing Board was scheduled to discuss the governance of the Special Educational Needs and Disabilities (SEND) and Alternative Provision (AP) Executive Partnership Board.
The report pack noted that following a governance review, the SEND and AP Strategic Partnership Board is adopting new Terms of Reference, function and name (The SEND and AP Executive Partnership Board) and should be accountable to The Health and Wellbeing Board.
The report pack stated that the SEND and AP Executive Partnership Board is responsible for leading the statutory and strategic approach to meeting the needs of Barnet’s children and young people with SEND from 0-25; and learners who are educated in Alternative Provision (AP) settings.
Pharmaceutical Needs Assessment
The Health and Wellbeing Board was scheduled to receive an update on Barnet Pharmaceutical Needs Assessment.
The report pack stated that the Health and Wellbeing Board (HWBB) is required to publish a Pharmaceutical Needs Assessment (PNA) every three years, and that Barnet's last PNA was published in 2022.
The report pack stated that for the 2025-2028 PNA, all five NHS North Central London Integrated Care Board boroughs decided to instruct the NHS North of England Commissioning Support Unit, through a competitive tender, to produce the 2025-2028 PNA.
The report pack stated that the draft PNA is now ready to be released for public consultation, with the consultation running from 22 May to 21 July 2025, and that a final draft PNA will return to HWBB in September 2025.
The report pack noted that two pharmacies, Day Lewis Pharmacy Langstone Way Surgery and Day Lewis Pharmacy have applied for minor relocation of services, and that the pharmacy at 91 Cricklewood Lane has requested a change in ownership.
Combating Drugs Partnership Board
The Health and Wellbeing Board was scheduled to receive a verbal update on the work of the Combating Drugs Partnership Board.
The report pack stated that the CDPB published its annual report in September, and that a new sub-group structure was agreed by the Combating Drugs Partnership Board and approved by the Health and Wellbeing Board and Safer Communities Partnership Board.
The report pack stated that in response to the national and local risks regarding synthetic opioids (such as ‘nitazines’) a Barnet specific plan has been created to improve prevention of overdoses by increasing awareness and reduce individual risk of harm, while ensuring those who may come into contact with synthetic opioids are as safe as possible.
Communicable Diseases Update
The Health and Wellbeing Board was scheduled to receive a verbal update on communicable diseases.
