Summary
Here is a summary of the topics that were scheduled for discussion at the Doncaster Council Planning Committee meeting on 3 June 2025.
The meeting included a discussion of planning applications for residential developments at Lutterworth Drive and Hatfield Lane, as well as a review of recent appeal decisions and a quarterly update on planning enforcement activities.
Residential Development, Land South Of Lutterworth Drive
A report in the meeting pack concerned an application for full planning permission for the erection of a residential development (Class C3) of 53 dwellings with associated highways and landscaping works on land south of Lutterworth Drive, Adwick le Street. The applicant was named as Strata and Trustees of RS Williams.
The report noted that the application was being presented to the planning committee due to the number of representations made. It was noted that the proposed development is for 100% affordable housing, on a site allocated for housing within the Doncaster Local Plan. The report stated that all issues raised by the public, including matters like design, amenity, highways and ecology, had been satisfactorily resolved, and that the scheme would deliver all other policy requirements including 10% Biodiversity Net Gain and open space provision.
The pre-committee amendments document noted that there would be a resident speaking in opposition to the application, and that Katie Milnes of Strata (applicant) would be speaking in support of the application. It also noted that Richard Ingram of Great Places (Registered provider) would be available to answer any questions that Members may have.
The pre-committee amendments also noted that a filter drain was to be provided along the eastern boundary at the bottom of the proposed rear gardens, and that condition 2 was therefore to be amended to incorporate this latest version of the Engineering drawing showing the filter drain.
Residential Development, Land North Of Hatfield Lane
The Planning Committee were scheduled to discuss a report on an application for the erection of 150 dwellings with associated access, drainage infrastructure, public open space and landscaping on land north of Hatfield Lane, Barnby Dun. The applicant was named as Emma Swannick - Stonebridge Homes & Landowners.
The report noted that the application was being presented to Planning Committee due to the level of public interest in the application, and that the publicity period had raised a total of 63 objections against the proposal.
The report stated that the proposed residential development of 150 dwellings was on a housing allocation (Policy BD02), in full accordance with the Doncaster Local Plan Developer Requirements. It also stated that the development would deliver a mixed housing scheme including 23% on-site affordable homes to meet local needs and contribute to the borough’s five-year housing land supply, and a layout of high design quality as an appropriate urban extension to Barnby Dun.
The pre-committee amendments document noted that Katie Purdam (applicant) would be speaking in support of the application, and that Jonathan Hazell (Andrew Moseley Associations (highways) would be available to answer any technical questions on behalf of the applicant.
The pre-committee amendments also noted that Yorkshire Water had advised a submitted Construction Environmental Management Plan was acceptable and therefore condition 8 (Groundwater Management Plan) had been removed. It also noted that minor amendments had been made to the wording and contact details contained within the Informative Note 3 to direct enquiries to the correct officers, and that amendments had been made to the wording of condition 5 (Construction Method Statement). The full condition was provided in the pre-committee amendments document. The pre-committee amendments also noted that there was an error in the numbering of Condition 11 (Surfaces), which mistakenly included a separate condition about hard landscaping, and that the hard landscaping requirement should be listed as Condition 12, with all subsequent conditions renumbered accordingly.
Appeal Decisions
The Planning Committee were scheduled to note a report informing them of appeal decisions received from the planning inspectorate.
The report included a summary of the following dismissed appeals:
- Change of use of disused paddock for erection of self build / custom home for the current owners at Moor Farm, High Bridge Road, Thorne
- Outline planning application for residential development of up to 100 dwellings, local convenience store (Use Class A1) with open space, landscaping, associated access and infrastructure at Slated House Farm, Stone Hill, Hatfield Woodhouse
- Change of use of land to storage container business and installation of fencing at Former Thorne Coronation Club, King Edward Road, Thorne
- Appeal against enforcement action for alleged unauthorised change of use to land, industrial fencing at Land North West Of, Long Sandall, Clay Lane
- Installation of new dropped kerb and vehicular access to classified road (B1220) following demolition of front boundary wall at 46 Askern Road, Carcroft
- Alterations to front elevation to include installation of squared bay window and canopy to front and creation of paved area to front at 12 Willow Street, Conisbrough
Planning Enforcement Quarterly Report
The Planning Committee were scheduled to note a report providing the City of Doncaster Council’s Planning Enforcement performance in the fourth quarter of 2024/25.
The report included updates on the following cases:
- Land adjacent to Stainforth Allotments, Oldfield Lane - unauthorised preparation of site for a Travellers caravan site. The City of Doncaster was awarded a permanent injunction for the site and the defendants were give 4 months to vacate the site if the planning appeal is refused.
- 6 Pony Paddocks - occupiers had turned part of the rear green belt land into a domestic garden with the laying of hardstanding and the placement of garden paraphernalia. An enforcement notice was served, and the owners have subsequently submitted an appeal against the enforcement notice.
- Mawson Green Cottage, Mawson Green, Sykehouse - alleged unauthorised change of use of campsite and amenity block to a domestic garden and ancillary granny annex. An enforcement notice was served, and the owner has subsequently submitted an appeal against the enforcement notice.
- Chapel House, Moss Road, Askern - alleged erection of a 2-metre fence around the perimeter of the property. An Enforcement Notice was served, and the owners have subsequently submitted a new planning application.
- Land NW of Sandall, Clay Lane - alleged unauthorised installation of a metal palisade fence around a piece of land on Long Sandall Lane. An enforcement notice was served, and the applicants have since appealed the notice to the Planning Inspectorate.
- Former Whitehall Motors, Askern Road, Toll Bar - alleged unauthorised development of a derelict site in Toll Bar. Three enforcement notices were issued, and the owner has since appealed all three notices.
- The Manor House, High Street, Askern - Section 215 notice served on the owners which required various works to be carried out. Direct action had been completed to fully board all front windows and door which were subsequently painted black with white mock window design.
- Pillar House, 19 - 21 South Parade - Section 215 notice served on the owners which required various works to be carried out.
- 71 Abbott Street Hexthorpe - Section 215 notice was served on the owners which required various works to be carried out.
- Garage rear of 8A Hexthorpe Road Hexthorpe - Section 215 notice was served on the owners which required various works to be carried out.
- 18 Senior Road, Hexthorpe - Section 215 notice was served on the owners which required various works to be carried out.
- 25 Nene Grove, Auckley - alleged unauthorised change of window to a patio door at 1st floor level, with no sign of a guard or railing attached to the exterior of the building.
- 19 Pine Hall Road, Barnby Dun - alleged unauthorised installation of a dormer window to the rear of the property.
- Land At Former Ben Bow Armthorpe Road Intake Doncaster - alleged breach of the planning condition, concerning the non-compliance of condition number 7 of the previously approved planning application 23/02114/FULM; Construction Traffic Management Plan (CTMP).
- 11 Market Place, Doncaster - alleged non-compliance of planning conditions 1 and 2 of approved planning application 24/01171/FUL, concerning the replacement shop front not being implemented within required time frame.
- 70 New Hills Road, Wheatley Hills - alleged unauthorised outbuilding erected within the front curtilage.
- 322 Thorne Road, Wheatley Hills - alleged unauthorised 2 metre fence that had been erected to the front of the property adjacent of the highway.
- 8 All Saints Close Arksey Doncaster - alleged unauthorised formation of driveway including the installation of brick steps up to the front door.
- Heyworth Lane, Moss - alleged unauthorised change of use to the occupation of a caravan within barn.
- Banners and advertisements displayed without consent or permission.
