The annual meeting of the Swansea Council included the election of key members, announcements, and discussions on various significant topics. Councillor Jan Curtis was elected as the presiding member, and Councillor Sam Fischer was elected as the deputy presiding member for the 2024-2025 municipal year.
The meeting began with the election of the presiding member, where Councillor Jan Curtis was nominated by Councillor Chris Hawley and elected unanimously. Councillor Sam Fischer was then nominated and elected as the deputy presiding member. Apologies for absence were received from several councillors, including Alison Anthony, Adam Davis, Rebecca Fogarty, Erica Kirschner, Richard Lewis, Francesco Bryan, David Phillips, and Mike White.
Deb Smith addressed disclosures of personal and prejudicial interests, noting that agenda item eight on constitutional matters would only be a personal interest due to an exemption in the code of conduct. The minutes from the previous meeting were reviewed and approved.
The presiding member announced the birth of Emris Fogarty, son of Councillor Rebecca Fogarty, marking the first time a serving Swansea Councillor has given birth while in office. The resignation of Carlo Rabiati as a town councillor and his role on the standards committee was also noted, with a report on the replacement process to be presented in June 2024.
The Swansea Community Review 2023 by the Local Democracy and Boundary Commission for Wales (LDBCW) was discussed. The commission is reviewing community boundaries and has published draft proposals, inviting feedback during an eight-week consultation period ending on July 10, 2024.
A typographical error in the Councillor Development Strategy was corrected, changing the period to read 2022 to 2027. The leader of the council announced no formal changes to the cabinet structure for the upcoming year, with minor changes to responsibilities within portfolios to be circulated.
Constitutional matters for 2024-2025 were addressed, with Mr. Evans highlighting necessary updates for efficient and lawful council operation. Lists for committee names, member champions, and outside bodies were circulated. The council adopted the name Mo Brie Yard
for the area behind the old Oceana development in honor of the late officer Mr. Hugh Mo Brie, who significantly contributed to city center developments.
Councillor David Hopkins presented rebranding proposals for the Gower Area of Outstanding Natural Beauty (AONB), now to be called Gower National Landscape, emphasizing nature recovery and inclusion. The council approved the rebranding, ensuring no changes to planning policies or protections.
The Service Transformation Committee's annual report for 2023-2024 was presented, highlighting the work of five committees. Chairs of the committees, including Councillors Mundy Evans and Phil Downing, expressed gratitude for the contributions of members and officers. The council endorsed future consultations on specific proposals from the Education and Skills Transformation Committee.
The Councillor Development Strategy was approved, setting standards and learning opportunities for councillors. Amendments to the council's constitution regarding procedural rules for councillor questions were discussed, with an amendment proposed by Councillor Peter May to remove proportionality in part A questions. The amendment was debated but ultimately not supported, with the original proposal being seen as a fair system to manage the workload on officers and ensure efficient council operations.
