Councillor Kate Gregory, Cabinet Member for Public Health and Inequalities, approved the extension of contracts related to primary care services and delegated authority to the Director of Public Health to extend the current Dynamic Approved Provider List Agreement (DAPL). The DAPL provides Long Acting Reversible Contraception (LARC), NHS Health Checks, and Drug Use Shared Care services.
Dynamic Approved Provider List Agreement (DAPL) Extension
Councillor Kate Gregory approved the extension of the commissioned contracts related to the Primary Care Dynamic Approved Provider List Agreement (DAPL) 1 for a period of one year, from 1 April 2026 to 31 March 2027. She also delegated authority to the Director of Public Health, in consultation with the Head of Legal and Deputy Monitoring Officer and s.151 Officer 2, to extend the current DAPL contracts for 12 months from 1 April 2026.
The DAPL agreement, which commenced on 1 April 2022 and is due to expire on 31 March 2026, has an option for a one-year extension. Approving this extension allows the council to continue providing statutory services at the same price, without needing to renegotiate terms. The annual value of these contracts is £1.5 million.
The services covered by the DAPL agreement include:
- NHS Health Checks: Screening for people aged 40-75 for conditions such as heart disease, diabetes, kidney disease, and stroke, as well as raising awareness of dementia.
- Long Acting Reversible Contraception (LARC): Providing intrauterine devices (IUD) and implantable methods of contraception to women of eligible ages within community settings, including a fitting service as a method of emergency contraception.
- Drug Use Shared Care Services: Providing a treatment service for people with opioid dependency, with the aims of reducing drug-related harm, supporting a drug-free lifestyle, and assisting people to remain healthy.

3, which includes a vision to help people live healthy lives and enhance the quality of life in communities.
The report also highlights the statutory responsibilities of local authorities for delivering and commissioning public health services, as set out in the Health and Social Care Act 2012 4.
The Public Health Outcomes Framework (PHOF) sets a vision for public health and desired outcomes. The provision of these services delivers outcomes for key PHOF indicators, including:
- NHS Health Checks
- Total prescribed Long Acting Reversible Contraception (LARC)
- Drug and alcohol treatment completion and drug deaths
- Adults with substance use treatment needs who successfully engage in community-based structured treatment following release from prison
The funding for these services comes from the Public Health Grant, which is ring-fenced for public health responsibilities.
The report states that there are no procurement implications associated with extending these contracts, as the DAPL contracts and associated call-off contracts all have a unilateral right for the council to extend the agreements on the same terms and conditions, with a minimum of 6 months written notice.
