Summary
The Redbridge Council Licensing Committee convened on 18 June 2025, to discuss the establishment of a Licensing Sub-Committee and the Redbridge Statement of Licensing Policy. The committee agreed to establish the Licensing Sub-Committee and also agreed to recommend that the Full Council adopt the Licensing Policy at its meeting on 18 September 2025.
Establishment of the Licensing Sub-Committee
The Licensing Committee agreed to establish a Licensing Sub-Committee for the municipal year 2025/26. The committee also agreed that the sub-committee may comprise any three members of the Licensing Committee and agreed to the operational procedures for convening meetings of the Licensing Sub-Committee. According to the Establishment of the Licensing Sub-Committee 2025 - Report.pdf, proportionality rules do not formally apply to the Licensing Sub-Committee. Members are not able to serve on the Sub-Committee if the premises in question is situated within their ward.
Redbridge Statement of Licensing Policy
The Licensing Committee reviewed the consultation responses to the draft Statement of Licensing Policy and agreed to recommend that the Full Council adopt the Licensing Policy at its meeting on 18 September 2025.
The Statement of Licensing Policy Report Post Consultation.pdf outlined the consultation responses and any changes recommended for the Statement of Licensing Policy as a result, and the next steps for confirmation of the Statement of Licensing Policy.
The key points of the consultation were:
- The online consultation received 109 responses.
- Feedback from both the session with Councillors and the Community Voice Panel were received.
- Four emails were received from Councillors with detailed comment.
- The consultation pages attracted over three thousand visitors in total.
The consultation responses did not provide significant enough concerns or additional information to suggest that any substantial changes needed to be made to the Draft Statement of Licensing Policy as it stands.
The Statement of Licensing Policy sets out the council's approach to issuing licences for the sale of alcohol and late-night refreshment, the management of those licences and the expectations the council has of licensees. It covers:

- Administrative and Process Policies
- Policies: Expectations and Considerations
The policies outlined in the statement include considerations for protecting children and vulnerable adults, framework hours, public health, area policies and cumulative impact zones, dispersal policies, door supervisors, age verification, and violence against women and girls.
