The Alcohol & Gambling Licensing Sub-Committee of West Northamptonshire Council was scheduled to meet on 18 June 2025 to discuss a premises licence review application for Gustul De Acasa, and to exclude the press and public from part of the meeting.
Premises Licence Review - Gustul De Acasa
The sub-committee was scheduled to consider an application by Northamptonshire Police for a premises licence review of Gustul de Acasa, 137 Kettering Road, Northampton, NN1 4BS. The application was submitted on the grounds of failure to promote the licensing objectives of the prevention of crime and disorder.
The review application relates to an inspection carried out at the premises on 12 March 2025 by West Northamptonshire Council Trading Standards officers and Northamptonshire Police. According to the report pack:
On 12 March 2025, 185 packets of cigarettes were allegedly discovered in a concealed shelving unit behind a wall in the rear store area, along with 8 packets of hand rolling tobacco and 73 illegal vapes. It is alleged that none of the tobacco products bore an excise duty-paid fiscal mark as required by law and as such must have been smuggled into the UK.

The current premises licence holder and designated premises supervisor is Mr Hussain Abdullah Ahmed Kadir. He also holds a personal licence issued by Leicester Council. The premises is licensed for the sale of alcohol (off the premises only) Monday to Sunday 08:00 to 23:00.
The sub-committee could choose to:
- modify the conditions of the licence
- exclude a licensable activity from the licence
- remove the designated premises supervisor
- suspend the premises licence for a period not exceeding 3 months
- revoke the licence
The report pack notes the implications of the Licensing Act 2003, and states that:
Where reviews arise and the licensing authority determines that the crime prevention objective is being undermined through the premises being used to further crimes, it is expected that revocation of the licence – even in the first instance – should be seriously considered.
The report pack also refers to the Northampton Statement of Licensing Policy 2020 - 2025.
Exclusion of Press and Public
The sub-committee was asked to consider excluding the press and public from the meeting for an unspecified item of business. This would be done under Section 100A of the Local Government Act 1972, if it was felt that exempt information would be disclosed.
