The Licensing Sub-Committee convened to review applications for new premises licences for Chicken King and Fulham Football Club Training Ground. The committee granted the licence for Chicken King with an additional condition, and granted the licence for Fulham Football Club Training Ground as requested.
Chicken King, 54 Tolworth Broadway
The committee granted a new premises licence to Chicken King, located at 54 Tolworth Broadway, Tolworth. The application was for late night refreshment from 11pm to 2am, Monday to Sunday.
Following concerns raised by the Metropolitan Police, the applicant, Mr Charles Periana Yagasami, agreed that the premises would close to the public at midnight, with refreshment being provided via delivery service only between midnight and 2am.
One representation was received from another person, raising concerns relating to all four licensing objectives1.
The committee added a condition that all collections of food for delivery must be made from the front entrance of the building only.
Fulham Football Club Training Ground, Motspur Park
The committee granted a new premises licence to Fulham Football Club Training Ground, Motspur Park, New Malden. The application was for the sale of alcohol for consumption on the premises only, from 10am to 11pm every day.
Vinnie Davis, the licensing officer, told the meeting that representations from the Metropolitan Police and the council's trading standards officer had been withdrawn following negotiation and amendments to the operating schedule.
Three valid representations were received from other persons, relating to the prevention of crime and disorder and the prevention of public nuisance.
Erlan Aki, Deputy Safety Officer for Fulham Football Club, told the committee that the licence would only be in operation during home football matches of either the Women's First Team or designated Under 21 football matches. He added that the club had suspended the sale of alcohol at under-21s matches due to safeguarding concerns.
Councillor Nicola Nardelli, Portfolio Holder for Sustainable Transport, Waste and Recycling and Co-Chair - Place Committee, asked for clarification on when alcohol sales would not be present when the academy is there. Erlan Aki clarified that there would be no alcohol sales when there are academy activities on the day of a women's match, explaining:
Yeah, so if there's under eights plane, or under 16s plane on another pitch, anywhere within the area, there will be no alcohol at all.
Anna Croxford, a local resident, addressed the committee to raise concerns about the lack of consideration for neighbours, and asked whether all exits would be manned to prevent people leaving with alcohol. She also raised concerns about litter and anti-social behaviour.
Erlan Aki responded that he would address the issues of litter, noise and antisocial behaviour with the company and the academy.
