The Licensing Sub-Committee met to consider an application for a new premises licence for Treviso Vinoteca, 92 Kew Road, Richmond, TW9 2PQ. The application was granted, with conditions.

The sub-committee agreed to grant a new premises licence for Treviso Vinoteca, allowing the sale of alcohol (on and off the premises) from Monday to Saturday 11:00 to 00:00 and Sunday 12:00 to 23:30, and opening hours from Monday to Saturday 11:00 to 00:30 and Sunday 12:00 to 00:00.
The application had received an objection from the Richmond Society, a local residents association, over concerns about the use of the outside area late at night, and the provision of late-night refreshment on New Year's Day until 5am.
The applicant, Nicola Mouja, Director of Treviso Garden Ltd, addressed the sub-committee, explaining that the restaurant had been operating at 94 Kew Road for 12 years without any issues. She stated that the application was to secure a licence for the premises next door at 92 Kew Road, in case the lease on the original restaurant was terminated. Ms Mouja clarified that the restaurant served a minimal amount of alcohol, mainly wine with dinner, and catered to families rather than attracting a drinking crowd.
Councillor Tony Patterson asked about the possibility of people flooding over onto the pavement outside and being noisy there
. Ms Mouja responded that this had never been the case, as the restaurant was family-run and did not allow such behaviour.
Ms Mouja also clarified that there were no tables outside the premises, only two wine barrels for decoration and three stools for smokers. She confirmed that the restaurant never opened on New Year's Eve, and was closed for a family holiday over the Christmas period.
The Licensing Officer clarified that there had been a previous licence for 92 Kew Road, but it had lapsed due to the company being dissolved.
The Legal Officer asked about the proposed opening time over New Year's Eve, and Ms Mouja reiterated that the restaurant was always closed at this time. She stated that she was happy to proceed with the same licence as other restaurants in Kew Road, and was not asking for extra hours.
The sub-committee decided to grant the licence, but removed any seasonal variation for New Year's Eve, noting that should the applicant wish to trade on New Year's Eve, they could apply for a Temporary Event Notice1.
The licence was granted with conditions, including those offered by the applicant and agreed with the Metropolitan Police, relating to CCTV, restaurant use, off-sales, alcohol delivery, security, staff training, and conduct of the premises.
