Here is a summary of the items scheduled to be discussed at the Westminster City Council Licensing Sub-Committee (6) meeting on 10 July 2025. The committee, consisting of Councillor Aziz Toki, Chair of Licensing, Councillor Melvyn Caplan, and Councillor Angela Piddock, will be considering four licensing applications. The sub-committee has the power to grant or refuse licenses, or to grant them with additional conditions.
The meeting will consider licensing applications for 100 Wardour Street, Pepe's Piri Piri at 151 Edgware Road, the Windmill Theatre, and 1 Cavendish Square.
100 Wardour Street
The sub-committee will consider an application to vary the premises licence for 100 Wardour, Ground Floor, 100 Wardour Street, from 100 Wardour Limited. The premises currently operates as a restaurant, bar and live music venue.
The proposed variation is to add performance of live music (indoors) 12:00 -18:30 on Sundays in the basement only. The report pack notes that live music is already permitted to later hours every other day of the week and recorded music is permitted every day.
The report pack notes that Environmental Health initially raised concerns that the proposal may undermine the licensing objective of prevention of public nuisance, as the premises is located in the West End Cumulative Impact Zone1. However, this representation was later withdrawn after a review of the evidence. According to a memorandum included in the report pack, Environmental Health records show that if the playing of amplified music is an issue causing adverse impacts, it has been difficult for Environmental Health to take action without themselves witnessing it. The report pack also notes that objections have been received from other persons, including residents and The Soho Society, regarding concerns about noise nuisance.
The report pack includes a statement from , who states that the Sunday afternoon lunch events are popular, and that guests enjoy listening to live music as opposed to recorded music in the form of a DJ. She also states that the applicant has trialled live music on Sundays during lunch events in the basement using temporary event notices2 on 16 occasions over 2024 and 2025, and the events have operated without any issues or complaints. The report pack also includes a report from Big Sky Acoustics Ltd, which states that tests demonstrate noticeably lower measured levels of low-frequency (bass) sound is present during controlled live music performances than in recorded music.
Pepe's Piri Piri, 151 Edgware Road
The sub-committee will consider a new premises licence application from Sauki Enterprise Ltd for Pepe's Piri Piri, 151 Edgware Road. The applicant describes the premises as a restaurant serving hot food.
The hours the applicant has applied for are:
- Late Night Refreshment: Monday to Sunday 23:00 to 03:00
- Hours premises are open to the public: Monday to Sunday 11:00 to 03:00
The report pack notes that Environmental Health initially raised concerns that the proposal may undermine the licensing objectives of prevention of public nuisance and protection of children from harm. The report pack also notes that objections have been received from other persons, including the Hyde Park Estate Association and Marylebone Ward Councillors.
The report pack includes a memorandum that states that since the initial representation, the applicant has reviewed the evidence of the existing operation of the premises and withdrawn the representation from Environmental Health as there is insufficient evidence to justify it.
The report pack also includes a statement from Shield Associates, who consider the venue a well-run premises, and that no noise from the live music event could be discerned outside the venue.
The report pack notes that the applicant has proposed 13 conditions that are consistent with the operating schedule, and that during the application process the applicant reduced proposed hours for late night refreshment and opening hours from 04:00 to 03:00 and proposed additional conditions in response to representations.
Windmill Theatre, 17-19 Great Windmill Street
The sub-committee will consider an application from Rkw Ltd to vary the sexual entertainment venue premises licence for the Windmill Theatre, 17-19 Great Windmill Street.
The proposed variation is to amend and remove conditions on the licence and vary the layout at the premises. The applicant has not requested to change the relevant entertainment or to remove any standard conditions to the licence if this application is granted.
The report pack notes that objections have been received from interested parties. The report pack also notes that on 27th May 2025, the council's licensing authority made an objection to the application due to the changes that has been proposed and requested a site visit, but on 12th June 2025, the licensing authority withdrew their objection due to proposed conditions being agreed with the applicant.
The report pack includes a statement from , Vice President UK of Spearmint Rhino UK and a director of RKW Ltd, who states that the application is to enable its operation as a high-quality sexual entertainment venue with dining, varied stage shows and table-side dancing. He also states that RKW Ltd took over the lease of the property in 2024, and that if the licence is granted, they intend to spend several million pounds on a comprehensive refurbishment of the premises.
The report pack also includes a report from Edward Sherry OBE, Director of Strategic Licensing & Night-Time Economy, who states that in his experience as a police officer, these well managed upmarket venues are not generators of crime and disorder, and that the proposed variations to the conditions would have no adverse effect on anything going on outside the club.
1 Cavendish Square
The sub-committee will consider a new premises licence application from DB Lifestyle Group Limited for 1 Cavendish Square. The applicant describes the premises as proposing to operate as a restaurant and a lounge.
The hours the applicant has applied for are:
- Late Night Refreshment: Monday to Sunday 23:00 to 01:00
- Sale by Retail of Alcohol: Monday to Sunday 07:00 to 01:00
- Performance of Dance: Monday to Sunday 07:00 to 01:00
- Films: Monday to Sunday 07:00 to 01:00
- Play: Monday to Sunday 07:00 to 01:00
- Live Music: Monday to Sunday 07:00 to 01:00
- Recorded Music: Monday to Sunday 07:00 to 01:00
- Anything of a similar description to that falling within (e), (f) or (g): Monday to Sunday 07:00 to 01:00
- Hours premises are open to the public: Monday to Sunday 07:00 to 01:30
The report pack notes that objections have been received from the Metropolitan Police Service, Environmental Health Service, and other persons, including Marylebone Ward Councillors and The Marylebone Association.
The report pack includes a statement that since the initial representation, the applicant has agreed to a number of conditions with the Metropolitan Police Service and Environmental Health Service, and that the objectors have withdrawn their representations.
The report pack includes letters of support from the Malta High Commission and the Commonwealth Enterprise and Investment Council, as well as details of the applicant's experience in the hospitality industry.
The report pack also includes a dispersal policy for the premises, and an example menu.
