Summary

The Licensing Sub-Committee of Doncaster Council scheduled a meeting to discuss a summary review of the premises licence for Kubus, a convenience store located at 30 High Street, Doncaster, as well as the minutes from several prior meetings. Councillor Karl Hughes was scheduled to chair the meeting, with Councillors Nick Allen, Martin Greenhalgh, and Howard Rimmer also in attendance.

Licensing Act 2003 Application for a Summary Review of an Existing Premises Licence - Kubus, 30 High Street, Doncaster, DN1 1DW

The sub-committee was scheduled to consider an application for a summary review of the premises licence for Kubus, a convenience store authorised to sell alcohol for consumption off the premises.

South Yorkshire Police applied for the summary review citing concerns around the prevention of crime and disorder . The police stated that the premises had been linked to:

  • The handling of stolen goods
  • The supply of prescription medication
  • Illicit or counterfeit tobacco

Following the application, the council held an interim hearing on 13 June and resolved to suspend the premise licence and remove the Designated Premises Supervisor (DPS). On 19 June, a test purchase was carried out at the premises, and the premises failed the test purchase by permitting the unauthorised sale of alcohol.

The report pack noted that Kubus is in an area subject to a cumulative impact policy1

The sub-committee was asked to consider the following options:

  • Modify the conditions of the premises licence
  • Exclude a licensable activity from the scope of the licence
  • Remove the designated premises supervisor
  • Suspend the licence for a period not exceeding three months
  • Revoke the licence

Appendix D of the report pack contains a copy of the premises licence LN/202301027, which was originally issued on 19 October 2023. The licence permits the sale of alcohol (off-sales only) between 08:00 and 00:00, Monday to Sunday, and allows the premises to open between 08:00 and 04:00, Monday to Sunday. The designated premises supervisor is named as Salam Ali Saeed.

The licence also includes a number of conditions, including:

  • CCTV must be provided and maintained in good working order. Recordings must be kept for 31 days.
  • An incident log must be kept at the premises and made available to an authorised person, Trading Standards Officer, or the police.
  • The premises shall not sell single cans of beer, lager, or cider, and shall not sell any cans of beer, lager, or cider with an ABV of 6.5% or above.
  • The premises shall maintain active membership and participation in any Business Crime Initiative supported by South Yorkshire Police.
  • The premises shall operate a Challenge 25 Policy2.
  • A written register of refusals will be kept.
  • All staff engaged in the sale of alcohol to be trained in responsible alcohol retailing.

Minutes of Previous Meetings

The sub-committee was also scheduled to approve the minutes of the meetings held on:

  • 14 April 2025
  • 16 April 2025
  • 22 April 2025
  • 30 April 2025

The minutes of the meeting held on 16 April 2025 include a discussion of an application for the variation of an existing premises licence for Morrison's Daily, High Street, Barnby Dun. The sub-committee heard that the store had recently been acquired from Co-Op, and that the applicant intended to operate the store 24 hours a day. The sub-committee also heard from Fiona Boothroyd, the Environmental Health representative, who raised concerns about light and noise nuisance. The representative from planning confirmed that a planning application would be required to vary the current hours.

  1. A cumulative impact policy is a policy that allows licensing authorities to restrict the number of licensed premises in a particular area if there is evidence that the concentration of licensed premises is causing problems such as crime and disorder or public nuisance.

  2. Challenge 25 is a policy whereby anyone who looks under 25 is asked to provide proof of age when buying alcohol.
