Farnham Infrastructure Programme Updates
The board was scheduled to receive updates on several projects within the Farnham Infrastructure Programme, including completed projects and ongoing activities.
A report in the Public Reports Pack listed the following completed projects:
- Wayfinding strategy, including the design, manufacture and installation of totems.
- A325 reclassification
- Re-routing of Heavy Goods Vehicles (HGVs), including the design and construction, design of Hampshire County Council (HCC) signs, deployment of ANPR camera vehicle, installation of additional traffic enforcement camera signs in Surrey, and assessment of a fixed camera.
- 20mph Limits/Zones and Speed restrictions for the town centre, Weydon Lane and Upper Hale Road.
- Borelli/Riverside Cycle Improvement Scheme
- Farnham Local Cycling and Walking Plan (LCWIP) report
- Water Lane Roundabout
- Town Centre Improvements
- Farnham A31 Corridor

The Progress Report also provided updates on activities carried out since the previous Farnham Board meeting in March 2025:
- 20mph Limits/Zones and Speed Restrictions: Road space was booked in August to address actions from Road Safety Audit (RSA) 3[^1]. [^1]: A Road Safety Audit is a systematic process to assess and improve the safety of road infrastructure projects.
- Borelli/Riverside Cycle Improvement Scheme: Riverside Walk construction was completed, including lighting, and a handover walkover with Farnham Town Council was completed. Detailed design work on Borelli Walk had started.
- Local Cycling and Walking Infrastructure Plan (LCWIP): Final updates to the Farnham LCWIP report were agreed for inclusion in the report addendum. Feasibility design of agreed priority cycle/walk schemes was underway with the project design team.
- Re-routing of Heavy Goods Vehicles (HGVs): Continued deployment of ANPR camera vehicle. Enabling works for placement of advance HGV restriction warning signs in the HCC area.
- Water Lane Roundabout: Actions identified in the RSA3 were addressed, and handover to the Surrey County Council Asset and Maintenance team was completed.
- Town Centre Improvements: Construction works in Phase 2 and Phase 3 were completed, and construction works in Phase 4 had started. Signal timings at Downing Street / West Street junction were tweaked.
- Farnham A31 Corridor: Pre-Outline Business Case (OBC) activities to update critical parts of the Business Case since the Strategic Outline Business Case (SOBC) was submitted in November 2021.
The Progress Report also detailed planned activity up until the next Farnham Board meeting:
- 20mph Limits/Zones and Speed restrictions: Address actions from post-construction RSA3 in August 2025.
- Borelli/Riverside Cycle Improvement Scheme: Address remaining actions from post-construction RSA3 for Riverside Walk in August 2025. Installation of wayfinding totem on Riverside Walk near Farnham Leisure Centre. Progress with detailed design of Borelli Walk.
- Local Cycling and Walking Infrastructure Plan (LCWIP): Progress feasibility design/development of initial phase priority cycle/walk schemes.
- Re-routing of Heavy Goods Vehicles (HGVs): HGV restriction warning signs to be installed on A287 in Hants. New post with power supply to be installed on Odiham Road near the BP Garage. Fixed ANPR enforcement camera to be ordered and installed on the above post. Camera testing and enforcement to commence.
- Town Centre Improvements: Advanced communication with residents and businesses. Surveys at Hickley's Corner junction. Completion of Phase 4 (Longbridge junction) and Phase 5 (entrance to Lower Church Lane and commence work on Phase 6/7/9 (Downing Street and West Street. Ironstone sample produced
- Farnham A31 Corridor: Programming activities required for OBC development. Ongoing discussions with the Department for Transport (DfT) and Transport for the South East.
- Wrecclesham and Western Bypasses: Ongoing review of scheme viability including environmental impact and cost.

Wider Network Management
Matt Jezzard from Surrey County Council was scheduled to provide an update on wider network management, including coordination with the Farnham Infrastructure Programme and other activities in the area.
Farnham A31 Corridor Update
Elaine Martin, Programme Manager, was scheduled to provide an update on the Farnham A31 Corridor, including the outcome of the review and modelling, and the plan to submit the Outline Business Case in August 2026.
Programme Risks
Elaine Martin, Programme Manager, was also scheduled to present the key programme risks, including inflation, funding availability, alignment with evolving central government policy, and scope creep.
