Summary

Here is a summary of the meeting held by the Cabinet Member for Highways, Transport and Economic Growth Decisions of Surrey Council on Tuesday 22 July 2025. Councillor Matt Furniss, Cabinet Member for Highways, Transport and Economic Growth, approved the prioritisation process for the Countywide Integrated Transport Schemes (ITS) fund and the proposed schemes to be funded in 2026-27. He also delegated authority to the Executive Director for Highways Infrastructure and Planning and the Director for Highways and Transport to make minor amendments to the schemes.

Countywide ITS Fund Prioritisation Process and 2026/27 Delivery Programme

The Cabinet Member for Highways, Transport and Economic Growth approved the proposed prioritisation process and the proposed ITS schemes to be funded from the planned 2026/27 Countywide Integrated Transport Scheme budget. The prioritisation process was modified following feedback from councillors at the Autumn 2024 highway briefings, where they requested a more streamlined process.

The report relating to the Countywide ITS Fund Prioritisation Process and 2026-27 Delivery Programme noted that the 2026-27 financial year is one of potential significant change, with the possibility of a shadow unitary authority1 being in place. The new approach focuses on schemes that can be delivered within the 2026-27 year or could be ready for any new authority to deliver from 2027-28. Councillors were not asked to nominate new schemes; instead, all highly scoring unsuccessful schemes submitted in previous rounds were assessed. The highest scoring scheme in each borough/district that can be delivered within 2026/27 will be proposed for funding and delivery.

The report also outlines that during the scoring process, 150 schemes were considered, rescored, and moderated across the county to ensure no bias in the schemes promoted. This process considered the request that no councillor should receive a scheme in consecutive years and that a number of schemes within rural areas should be included in the programme.

The schemes recommended for delivery through the Countywide ITS Fund from 2026/27 are listed in Annex B of the Public Reports Pack. These schemes scored highest against the criteria and align with the aim to ensure that no community is left behind. Examples of the schemes to be delivered include:

  • Ottershaw – speed management measures-20mph
  • Guildford Road, Lightwater – pedestrian improvements
  • Hersham Road, Walton-on-Thames – Speed management measures – 20mph
  • Anchor Hill, Knaphill – pedestrian improvements/speed limit reduction
  • Shepperton (High Street and surrounding roads) – Speed management measures
  • Village Street/Kingsland, Newdigate – Newdigate Infant School, road safety/traffic management
  • A281 Birtley Road, Bramley – pedestrian crossing improvements
  • Ockham Road North/Guileshill Lane - traffic calming
  • A22 Godstone Road/Well Farm Road, Whyteleafe – junction improvements/speed limit reduction/cycle improvements
  • Langley Vale to Epsom town centre, Epsom Downs – pedestrian route improvements
  • Kingsley Grove/Prices Lane, Reigate – junction improvements

The report states that the estimated cost of the projects identified is within a guide figure of £2.25m, which is based on the current Countywide ITS budget for 2026/27. The actual budget for 2026/27 is yet to be finalised, and therefore the final confirmed programme will be subject to change dependent upon the available budget.

The Cabinet Member also delegated authority to the Executive Director for Highways Infrastructure and Planning and Lucy Munay Director for Highways and Transport, in consultation with the relevant divisional councillor and, where required, the cabinet member, to make any minor amendments to the schemes which may be required to ensure that the schemes are progressed within the approved budget envelope.

  1. A shadow authority is a body formed in advance of a planned merger of existing authorities. It oversees the transition and ensures a smooth transfer of power to the new entity.
