This meeting of the Cabinet Member Signing of Haringey Council was scheduled to discuss a variation to the hire contract for temporary accommodation at Park View School. The report pack included a recommendation to approve an extension to the rental period. There was also a motion to exclude the press and public from part of the meeting.

Park View Secondary School Temporary Accommodation

The meeting was scheduled to discuss a request to extend the rental period of the temporary accommodation contract at Park View School with Portakabin Ltd for a further 155 weeks.

The report pack noted that following an inspection of teaching Block A at Park View School, Reinforced Autoclaved Aerated Concrete (RAAC) was discovered forming part of the structural slab of the roof. It was recommended that the top floor of the building, consisting of 14 classrooms and office space, immediately be vacated. Temporary accommodation including 13 classrooms, 1 shared office and 4 toilets was provided.

The report pack stated that the Department for Education (DfE) has agreed to reimburse Haringey Council for the costs of this temporary accommodation, including ongoing rental costs required to complete the permanent remediation.

The report pack outlined several alternative options that were considered:

• Do nothing
• Retender the contract
• End the contract and relocate the temporary teaching spaces to an alternative location within the school
• Relocate pupils to other schools
• Purchase the temporary accommodation

The report pack stated that these options were all discounted.

The report pack stated that a feasibility study had been completed and shared with the DfE to set out three options for permanent remediation of the RAAC:

• Option 1: Retain the existing RAAC panels in situ and brace from below to allow safe occupation of the teaching rooms on the top floor.
• Option 2: Remove all RAAC panels in blocks A & B and associated fabric are removed and replaced with an appropriate alternative.
• Option 3: Construct a new modular block of comparable size and facility provision elsewhere on the site. Then demolish Block A, remove the section of RAAC in block B and re-route utilities which run into the whole school site via Block A.

The DfE advised the council they would provide funding for Option 2, which is forecast to be completed in July 2028.

The report pack included a recommendation for Councillor Zena Brabazon, Cabinet Member for Children, Schools & Families, to approve the extension of the rental period of the temporary accommodation contract at Park View school with Portakabin Ltd by 155 weeks.

The agenda for the meeting noted that item 10 was likely to be subject to a motion to exclude the press and public from the meeting as it contains exempt information as defined in Section 100a of the Local Government Act 1972¹ (as amended by Section 12A of the Local Government Act 1985); namely information relating to the financial or business affairs of any particular person (including the authority holding that information).
