The South Cambridgeshire District Council Planning Committee met on 13 August 2025, and unanimously approved recommendations for planning applications at six sites, while one application was refused due to concerns about its impact on the character of the area.
Planning Applications
- 24/03466/FUL - 156 Histon Road Cottenham: The committee unanimously approved the recommendations for this application, with minor amendments to the planning conditions delegated to officers.
- 25/01936/OUT - Lyndhurst, Storage Building, Station Road, Longstanton: The committee unanimously approved the application, with planning conditions set out in the officer’s report and minor amendments delegated to officers. Condition 21 was amended to ensure each dwelling is constructed as a self-build or custom build, in accordance with the Self-Build and Custom Housebuilding Act 2015, as amended by the Housing and Planning Act 2016.
- 25/01606/FUL - 55 Narrow Lane, Histon: The committee unanimously approved the application, with planning conditions set out in the officer’s report and minor amendments delegated to officers. Condition 13 was deleted, and condition 8 was amended to require the developer to repair any damage to the road caused by the development, returning it to its prior condition. The drafting of the amendment to condition 8 was delegated to officers in consultation with Councillor Anna Bradnam, Chair of Planning Committee and Councillor Peter Fane, Vice Chair of Planning Committee.
- 24/04284/OUT - Land west of Whitecroft Road, Meldreth: The committee unanimously approved the application, with planning conditions set out in the officer’s report and minor amendments delegated to officers, subject to a Section 106 Agreement[^1]. [^1]: A Section 106 Agreement is a legally binding agreement between a local planning authority and a developer, used to mitigate the impact of a development on the community and infrastructure.
- 25/01633/FUL - 3 Ely Road, Milton: The committee approved the application with 6 votes in favour, 0 votes against, and 1 abstention. The planning conditions set out in the officer’s report were approved with minor amendments delegated to officers, including amendments to conditions 3 and 4 regarding a Servicing Plan and a car parking scheme.
- 24/03389/FUL - Land R/O 94 High Street Meldreth: The committee refused the application by 3 votes in favour, 3 votes against, and 1 abstention, with Councillor Anna Bradnam, Chair of Planning Committee using the chair's casting vote. The reasons for refusal related to the impact on the Protected Village Amenity Area[^2], the setting of a Grade II Listed Building[^3], protected trees, biodiversity, living conditions for future occupiers, waste storage, and drainage. [^2]: Protected Village Amenity Areas are designated to protect important amenity in providing a setting for buildings or offer tranquil areas where there is minimum activity. [^3]: A Grade II Listed Building is a building that is of special interest, warranting every effort to preserve it.
Provisional General Fund Revenue and Capital Outturn 2024/25
The Cabinet considered the General Fund Revenue and Capital outturn for the financial year 2024/25 and reviewed the report and appendices. They noted the provisional General Fund revenue outturn for 2024/25, the key factors leading to the underspend, and the estimated balance of Reserves of £35.315 million as of 31 March 2025. They also noted the General Fund Capital provisional outturn of £27.707 million, approved carry forwards of £20,540 for General Fund revenue projects and £8.164 million for General Fund capital projects, and noted that a full review of the Capital Programme will be submitted to Cabinet in December 2025.
