The Licensing Appeals Sub-Committee of South Cambridgeshire District Council met to consider an appeal relating to the grant of a Private Hire Driver licence. Councillor Mark Howell was scheduled to chair the meeting. Councillors Corinne Garvie and Councillor Judith Rippeth were also in attendance.
Private Hire Driver Licence
The sub-committee was scheduled to consider a referral relating to the grant of a Private Hire Driver licence.
The procedure to be followed when dealing with appeals to the Sub-Committee was included in the agenda. This included the following steps:
- The Chair of the Sub-Committee will welcome those present.
- The Council's Licensing Officer will outline the nature of the matter to be considered.
- The Chair will ask the licence holder if he/she agrees with the list of previous convictions.
- The Chair will then give the licence holder the opportunity to make representations to the Sub-Committee.
- The Sub-Committee will remain in the room to consider its decision in private.
- All parties will be recalled for the announcement by the Chair of the Sub-Committee's decision.
Exclusion of Press and Public
The Chair, Councillor Mark Howell, was scheduled to read a statement noting that the report contained information which the officer recommended should be exempt from publication, and that the press and public should be excluded from the meeting during consideration of the appeal, in accordance with the provisions of Section 100(A)(4) of the Local Government Act 19721. The Sub-Committee was scheduled to consider whether the public interest was outweighed by the recommendation to exclude the press and public for this agenda item.

Section 100(A)(4) of the Local Government Act 1972 allows local authorities to exclude the public from meetings when confidential or exempt information is being discussed. Schedule 12A of the Act defines exempt information. ↩
