Summary

The North Lincolnshire Council Planning Committee met on 27 August 2025, and made decisions on a number of planning applications, including approving a modification to a Section 106 agreement relating to contributions for a development in Barton upon Humber, and deferring decisions on applications where site visits were deemed necessary. The committee also refused planning permission for the erection of a pair of semi-detached dwellings in Scunthorpe, and an outline planning application for residential development in Sandtoft.

Deferred Applications Following Site Visits

Several planning applications were deferred for consideration at a future meeting, pending site visits by committee members.

  • Land east of Charnwood Park Estate, Ferry Road West, Scunthorpe (PA/2024/1279): An application to vary a condition relating to the layout of caravans on land east of Charnwood Park Estate was deferred to allow for a site visit. Councillor Elaine Marper had requested the application be called in, citing concerns about the layout and density of buildings, overlooking and loss of privacy, and loss of daylight and sunlight. Flixborough Parish Council also objected.
  • Fieldside Nurseries, Fieldside, Crowle (PA/2024/1472): An application for approval of reserved matters relating to 73 dwellings at Fieldside Nurseries was deferred to allow members to visit the site. Councillors Julie Reed and Ian Bint had requested the application be called in due to significant public interest, and Crowle Town Council had objected.
  • Land on the corner of Ville Road and Grange Lane South, Scunthorpe (PA/2025/562): A planning application to erect a pair of semi-detached dwellings on land at the corner of Ville Road and Grange Lane South was deferred for a site visit. Councillor Max Bell had requested the application be called in, citing significant public interest.

Planning Decisions

  • The Old Chapel, Bridge Street, Brigg (PA/2025/45 and PA/2025/99): Planning permission was granted for the change of use of a vacant shop to a hot food takeaway, including installation of equipment. Listed building consent was also granted for associated works. Councillors Nigel John Sherwood and C Sherwood left the meeting during this discussion due to declaring a personal and prejudicial interest, and Councillor Carol Ross assumed the chair. An objector raised concerns about the small yard, limited outdoor space, parking, access, noise, and odour. Councillor Richard Waltham MBE shared residents' concerns about highways and parking, and the potential impact on residential amenity, suggesting the applications were contrary to planning policies DS1 and DS11. Councillor John Davison noted the need for renovation of the building, and that a Delivery Management Plan would address some concerns. Councillor K Vickers sympathised with residents, but felt the proposal would bring a historic commercial building back into use.
  • 119-121 Sheffield Street, Scunthorpe (PA/2025/427): Planning permission was refused for the change of use of a guest house to an 8-bedroom house in multiple occupation (HMO). Councillor Nigel John Sherwood resumed the chair, and Councillor C Sherwood also re-entered the meeting. Councillor Carol Ross stated that there appeared to be valid concerns raised by residents, particularly around parking, residential amenity, and the number of bathrooms, and that the application appeared not to comply with council policies, the Local Plan, and the Core Strategy. Councillor Darryl Southern stated that there was a need for HMOs in the area, and that this site appeared well managed. Councillor Mick Grant stated that the argument around a reduction in cars was flawed. The reasons for refusal included failure to meet car parking demand, inadequate living conditions, and harmful impacts on the character of the area and amenity of residents.
  • Kimberley Performing Arts Centre, Enderby Road, Scunthorpe (PA/2025/437): Outline planning permission was granted to erect a new dance school.
  • 113 Westgate Road, Westgate, Belton (PA/2025/530): Planning permission was granted to erect an extension and make internal re-arrangements to adapt an existing family home for a disabled son.
  • 4 Holme Hall Avenue, Bottesford (PA/2025/742): Planning permission was refused to construct a single-storey rear extension, convert the garage into a study room, and change fenestration of an existing HMO1. An objector stated that granting the application would have a detrimental effect on local residents, and that the submission by Highways was flawed. The Chairman read a letter from Sir Nic Dakin MP, who raised similar concerns. Councillor Richard Waltham MBE stated that the application was inappropriate, and risked putting profit before residents' amenity. Councillor Mick Grant felt that there were no valid grounds for refusing the application. The reasons for refusal included increased traffic movements and parking demand, and overdevelopment of the site.

Modification of Section 106 Agreement - Land off Canberra View, Barton upon Humber (PA/2025/140)

The committee agreed to modify the Section 106 agreement attached to planning permission PA/2020/1628 for land off Canberra View in Barton upon Humber. This modification was sought due to viability reasons, with the applicant, Keigar Homes, requesting a reduction in contributions.

The original agreement included:

  • £2,363,217 towards primary and secondary school places in Barton
  • 50 affordable houses
  • £104,669.80 towards the maintenance of the on-site open space
  • £162,309 towards off-site recreation/open space improvements
  • £216,039 towards leisure provision in Barton and Scunthorpe
  • £100,000 towards highway improvements along the A1077
  • £17,118 towards taster bus tickets for residents
  • £2,000 towards an archaeological information board
  • Approximately 1 acre of land given to North Lincolnshire Council to expand the Barton cemetery
  • £25,000 towards the maintenance of the balancing pond on Phase 4
  • £100,298 towards the maintenance of the balancing pond on Phase 5

The applicant requested the removal of several planning obligations, including contributions towards education, affordable housing, recreation, leisure, highway improvements, bus tickets, and an archaeological information board.

An independent viability assessment was commissioned by North Lincolnshire Council, which concluded that the scheme was partially viable and could deliver some affordable housing and some financial Section 106 contributions. Following negotiations, it was agreed that the developer would deliver 16 affordable units (5%) and £1,447,156 of Section 106 contributions.

The committee agreed to the modification, noting that it would allow for the delivery of the residential scheme while still ensuring a significant contribution towards infrastructure improvements in Barton upon Humber.

Planning Permission Refused - Land to the rear of Manor Cottage, Thorne Road, Sandtoft (PA/2023/192)

The committee refused outline planning permission for residential development on land to the rear of Manor Cottage, Thorne Road, Sandtoft. The reasons for refusal included that the site lies outside a defined settlement boundary, is in the open countryside, and in an unsustainable location, remote from local services. The committee also noted that the proposal failed the sequential test in terms of flood risk, and that there was a lack of information regarding the impact of noise from HGV traffic on future residents.

Planning Permission Granted - Land adjacent to Nasza Chata, Jericho Lane, East Halton (PA/2025/377)

The committee approved planning permission for the change of use of vacant land, and to erect a two-storey self-build detached dwelling and detached double garage on land adjacent to Nasza Chata, Jericho Lane, East Halton.

Planning Permission Granted - Unit 4, The Trade Yard, Falklands Way, Barton upon Humber (PA/2025/606)

The committee approved planning permission for the change of use of Unit 4, The Trade Yard, Falklands Way, Barton upon Humber, from Use Class B2 General industry and B8 Storage or distribution to a Class E modern gym facility and wellbeing centre. Environmental Protection recommended a condition requiring the roller shutter door to remain closed at all times, except for access and egress, to prevent noise becoming an issue and to maintain amenity.

  1. A house in multiple occupation (HMO) is a property rented out by at least 3 people who are not from 1 'household' (for example a family) but share facilities like the bathroom and kitchen.
