The Joint Consultative Committee met to approve the minutes of their previous meeting, and to hear from Cliff Morton, the Interim Chief People Officer and Executive Director of People and HR, who introduced himself to the committee. The committee then moved into a non-public session to discuss non-public minutes, items raised by the GMB1 and Unite2 unions, and a confidential item.
Introduction of Interim Chief People Officer and Executive Director of People and HR
Cliff Morton, the Interim Chief People Officer and Executive Director of People and HR, introduced himself to the Joint Consultative Committee. He spoke about his professional background and his commitment to:
- Modernising and stabilising the City Corporation's HR function
- Addressing longstanding issues
- Fostering a more responsive and collaborative approach to people challenges
He acknowledged the challenges ahead and expressed his commitment to working transparently and constructively with all stakeholders.
Approval of Minutes
The committee resolved that the public minutes and non-public summary of the Joint Consultative Committee meeting on 6 February 2025 were approved as an accurate record. The non-public minutes of the same meeting were also approved as an accurate record.
Exclusion of the Public
The committee resolved that, under Section 100A(4) of the Local Government Act 19723, the public be excluded from the meeting for the following items of business:
- Non-public minutes
- Items raised jointly by the GMB and Unite
- Non-public questions on matters relating to the work of the committee
- Any other business that the chair considers urgent and which the committee agrees should be considered whilst the public are excluded
The reason given was that these items involved the likely disclosure of exempt information as defined in Part I of Schedule 12A of the Local Government Act.
