Summary
The Licensing Panel of Wirral Council scheduled a meeting to discuss several licensing issues. These included applications for private hire vehicle licences, a review of existing licences, and a request to amend a condition on a private hire vehicle licence. Some of the items for discussion contained exempt information, and a recommendation was made to exclude the public from the meeting while these were being considered.
Private Hire Vehicle Licence - Ford Tourneo, Registration Number GO52 JET
The panel was scheduled to consider a request to amend a condition attached to a private hire vehicle licence for a Ford Tourneo with the registration number GO52 JET. The request was made by Ian Stanton, the vehicle's proprietor, who wanted to be allowed to use a trailer while the vehicle was being used for hire and reward purposes.
Currently, Wirral Council's Statement of Hackney Carriage and Private Hire Licensing Policy does not permit private hire vehicles to use trailers while being used for hire and reward purposes.
The report pack noted that:
It is a delegated function of this Panel to determine requests to amend the conditions for Private Hire Vehicle Licences in circumstances where an Officer does not have such delegated powers.
The report pack also noted that Mr Stanton's business case would be provided in advance of the meeting, along with images and specification details of the proposed trailer.
Private Hire Vehicle Licence Application - Ford Transit 110, Registration Number SF18 TBO
The panel was scheduled to consider an application to licence a Ford Transit 110, registration number SF18 TBO, as a private hire vehicle. The application was made by ADT Wirral Ltd.
Wirral Council's Statement of Hackney Carriage and Private Hire Licensing Policy states that any wheelchair accessible vehicle that is a rear loading wheelchair accessible vehicle may only be used to undertake school contract work and must load the wheelchair using a tailgate system. ADT Wirral Ltd applied to licence the vehicle as a Private Hire Vehicle not limited to school contract work.
The report pack noted that:
It is a delegated function of the Licensing Panel to determine whether to license a vehicle as a Private Hire Vehicle when it does not comply with the current Policy for licensing Private Hire Vehicles.
The report pack also noted that ADT Wirral Ltd's business case would be provided in advance of the meeting, along with MOT and Compliance certificates.

Exclusion of the Press and Public
The agenda included a recommendation to exclude the press and public from the meeting during consideration of certain items. This recommendation was made under section 100 (A) (4) of the Local Government Act 1972, on the grounds that the items involved the likely disclosure of exempt information as defined by the relevant paragraphs of Part 1 of Schedule 12A (as amended) to that Act.
